Throughout this publication any reference to the "Budget" is in regard to the 2027 Budget, unless otherwise noted. All references to years refer to fiscal year, except where specifically noted. The authority of the Secretary to streamline and reorganize the Department is included in the Federal Crop Insurance Reform and Department of Agriculture Reorganization Act of The Office of the Secretary consists of the Immediate Office of the Secretary; Office of the Assistant Secretary for Congressional Relations; Office of the Assistant Secretary for Administration; Office of the Assistant Secretary for Civil Rights; Office of the Under Secretary for Research, Education, and Economics; Office of Under Secretary for Marketing and Regulatory Programs; Office of Under Secretary for Food Safety; Office of Under Secretary for Rural Development; Office of Under Secretary for Food, Nutrition, and Consumer Services; Office of Under Secretary for Farm Production and Conservation; Office of Under Secretary for Trade and Foreign Agricultural Affairs; Office of Codex Alimentarius; the Office of Tribal Relations; and Office of Under Secretary for Natural Resources and OSEC is located in Washington, D.C. As of September 30, 2025, there were 90 full-time permanent employees, funded by appropriated funds (73) and the Working Capital Fund (17). Of the employees, 80 were in the headquarters office, and 10 were in the field offices. OSEC activities contribute to the success of USDA's overall mission to provide leadership on food, the best available science, and effective management.
