Throughout this publication any reference to the "Budget" is in regard to the 2027 Budget, unless otherwise noted. All references to years refer to fiscal year, except where specifically noted. Due to The Foreign Agricultural Service (FAS) was established June 5, 1930, pursuant to the Foreign Agricultural Service Act of 1930 (46 Stat. 497 to 499). This authority enables FAS agricultural attach's and locally employed staff in international offices to act as primary contact for U.S. agriculture globally. The mission of the agency is to help link U.S. agriculture to the world to enhance export opportunities and global food security. FAS administers a range of programs designed to facilitate access to international markets and maintain a competitive U.S. agricultural sector. The programs include Trade Policy and Geographic Affairs, Global Market Analysis, Foreign Affairs, and Global Programs. Through bilateral engagement and collaboration with international organizations, FAS fosters and adopts innovative practices to address global demand. The agency achieves this by monitoring export sales activities, expanding global markets to benefit American farmers and ranchers, addressing trade barriers, and increasing international market access for U.S. FAS programs are authorized by the Agricultural Act of 1954, as amended (P.L. 83-690), the Foreign Assistance Act of 1961, as amended, the Foreign Service Act of 1980, as amended, and the Agriculture Improvement Act of 2018, referred to as the "Farm Bill 2018". FAS has a global network of almost 100 offices supporting nearly 180 countries. In 2025, the agency had a total of 662 full-time permanent employees, including 572 Washington, D.C.-based staff, and a global staff of 90 attach's worldwide. FAS activities contribute to the success of USDA's overall mission through relationship- building that cultivates and sustains an open, and positive global trade environment. With long-standing partnerships and collaborations with the U.S. agricultural industry, other U.S. government agencies, and non-governmental organizations, FAS consistently evaluates and addresses customer needs. Equally essential are the FAS relationships with international partners, including foreign governments, international organizations, and international agriculture associations. FAS employees continuously evaluate, advise, and support efforts to strengthen the global market opportunities for U.S. food and agricultural products. FAS eliminates trade barriers, enforces international trade agreements to ensure fair global market access for U.S. producers, and helps U.S. exporters develop and sustain overseas markets. The agency also provides objective data and analysis on global supply and demand and leads projects to strengthen agricultural capacity in developing countries. The 2027 Budget request prioritizes strategic investments that advance the Administration's key policy objectives. The Budget supports the implementation of the Three-Point Plan, which aims to expand exports, promote rural prosperity, and reduce the trade deficit. This initiative seeks to: ' Enhance agricultural trade missions by implementing the Trade Reciprocity for U.S. Manufacturers and Producers Missions, which align with the Administration's priorities and ' Revitalize export finance opportunities to facilitate American exports to emerging international ' Initiate the America First Trade Promotion with the aim of continuing market development activities to expand exports, address trade barriers, and promote American agricultural FAS activities contribute to the success of USDA's overall mission to provide leadership on food, the best available science, and effective management.
