Activity: Broadband Equity, Access, and Deployment (BEAD) The BEAD program will ensure universal broadband availability through grants awarded to states and territories to fund broadband projects. The BEAD program ensures broadband availability across all 50 states and 6 territories of the United States by subsidizing broadband projects in "unserved" and "underserved" residential and commercial locations. NTIA, at the direction of the Secretary, implemented targeted reforms to eliminate burdensome extralegal requirements, increase competition in the program, speed access to deployment, and restore the program to its statutory The Infrastructure Investment and Jobs Act established NTIA's BEAD program and provided $42.45 billion to implement the program. In FY 2027, NTIA will continue to administer the program through the implementation of the Administration's key policy and program strategy changes, including those changes outlined in Restructuring Policy Notices released in FY 2025, and provide oversight of and technical assistance to grant recipients of the program to ensure the success of awarded projects. NTIA is administering the BEAD program as required by the IIJA. In FY 2026, NTIA is on track to complete review and approval of all Final Proposals submitted by the states and territories, reflecting the implementation of targeted program reforms released in June 2025, specifically requiring all states and territories to conduct an additional "Benefit of the Bargain Round" of subgrantee selection that permits all applicants to compete on a level playing field. NTIA will release an additional policy notice to outline next steps for states and territories to use funds that remain after conducting the "Benefit of the Bargain Round" and obtaining approval of their Final Proposals. NTIA will also continue to use its Environmental Screening and Permitting Tracking Tool (ESAPTT) to accelerate National Environmental Policy Act (NEPA) processing timelines and significantly reduce the time and effort required for broadband permitting. In FY 2027, NTIA will continue to provide robust technical assistance on broadband engineering/deployment topics, project sustainability, Environmental and Historic Preservation (EHP) review, permitting, federal grants management, and support for subrecipient monitoring. NTIA will also continue its monitoring and oversight activities associated with these federal investments to ensure accountability of these grants and that intended outcomes of the awarded projects are achieved.
