What this funds

The National Telecommunications and Information Administration's (NTIA) Fiscal Year 2027 (FY 2027) Congressional Budget Submission request totals $47 million and 120 positions. The budget request supports NTIA's critical role as the Executive Branch agency principally responsible by law for advising the President on telecommunications and information policy issues. NTIA's programs and policymaking focus on securing U.S. dominance in next-generation technologies, promoting efficient use of spectrum to advance America's national and economic security, ensuring universal broadband availability in America, enhancing public safety communications, conducting cutting-edge research to inform technology policy decisions, and ensuring that the internet remains an engine for free expression and American-led innovation. These goals are critical to maximizing America's digital infrastructure and ensuring our global economic leadership and national security. Domestic and International Policies. As the President's principal advisor on telecommunications and information policy, NTIA will continue to advance policies that promote U.S. leadership in digital commerce and next generation technologies, foster innovation, promote free markets, and enhance U.S. economic and national security through both domestic and internationally focused efforts. NTIA's work will continue to focus on preserving the internet's openness and decentralization, while advancing key U.S. interests, including in artificial intelligence and other emerging technologies. NTIA also leads and contributes to U.S. efforts at international telecommunications standards-setting fora and other relevant communications-related fora, such as the International Telecommunication Union and the 3rd Generation Partnership Project (3GPP) to promote Spectrum Management. NTIA will continue to accelerate the commercial sector's innovative use of spectrum, and NTIA's more efficient management of spectrum, by improving spectrum management and promoting more efficient use by both commercial and federal users. The budget will support the commercial sector's development of next generation wireless services by identifying spectrum to be reallocated for commercial use and by promoting spectrum sharing between commercial and government users. Working with the Federal Communications Commission, NTIA coordinates international and domestic spectrum access requirements, identifies and reallocates spectrum bands for commercial use, including as directed by the Working Families Tax Cut Act of 2025 (WFTC Act), updates spectrum policies, and develops long-range spectrum management plans. NTIA works with the State Department to advance U.S. interests and positions related to international spectrum issues, conferences, and negotiations. Advanced Communications Research. NTIA's communications research will focus on identifying innovative approaches to increase spectrum access and sharing opportunities. This FY 2027 request will sustain resources for NTIA's Institute for Telecommunication Sciences (ITS), which provides scientific research, development, and testing on spectrum capability, unencumbered shared spectrum access approaches, spectrum- enabled technology for both federal agencies and private industry partners, and the development of artificial intelligence (AI) and machine learning in support of advanced communications approaches to facilitate the transmission of information with an immediacy comparable to face-to-face communication. NTIA is also expanding collaborative research and development in advanced communications technologies to support commercial and government applications to enhance wireless efficiencies. Broadband Programs. In the past few years, Congress has tasked NTIA with overseeing massive broadband grant programs, including the $42.5 billion Broadband Equity, Access, and Deployment program. In FY 2027, NTIA will continue to administer these broadband funding programs, while providing strong oversight of taxpayer dollars, with the goal of ensuring universal broadband availability across the country once and for all. Public Safety Communications. NTIA provides leadership and support for the coordination, interoperability, improvement, and technical resources for the Nation's public safety agencies in their adoption and implementation of advanced communications technologies, including AI and Next Generation 9-1-1. NTIA also performs statutory and delegated responsibilities related to the First Responder Network Authority (FirstNet Authority) such as the review of all fees collected by the FirstNet Authority and oversight responsibilities. Facilities Management and Construction. NTIA facilities management and construction program funding request is $1 million and 1 position to support the restoration and modernization of its facilities and telecommunications infrastructure, roads, and grounds of its NTIA government-owned facilities. This investment is necessary to meet modern research, safety, and reliability requirements. Maintenance and construction projects may include renovating building interiors; repairing and upgrading roofs; replacing HVAC systems, water-holding tanks, and septic systems; expanding research facility square footage; and repairing or replacing perimeter fencing.
