What this funds

The goal of the Census Bureau's Economic Statistics Programs is to provide key monthly, quarterly, and annual measures of the U.S. economy. The program also provides key benchmark measures about the economy that set the baseline for current economic statistics and ensure that the current measures of the economy remain relevant, accurate, and timely. The data provided are critical to understanding the structure and function of The Census of Governments identifies the scope and nature of the Nation's state and local government sector; provides authoritative benchmark figures of public finance and public employment; classifies local government organizations, powers, and activities; and measures state, and local fiscal Fiscal Year 2027 represents the third year of the 2027 Census of Governments cycle. The 2027 Census of Governments will finalize all collection materials for both the Employment & Payroll and Finance components and start collection operations of the Employment & Payroll component of the Census, including processing incoming response data. Major activities for the Census of Governments in FY 2027 include obtaining final OMB approval of the Census of Governments clearance package with updates to content from data user and stakeholder feedback on the 2022 Census of Governments. Additionally, the Census of Governments will finalize the universe of state and local governments, collection materials, and electronic instruments for both the Employment & Payroll and Finance components of the Census. The Census Bureau will continue to use automated legal research to streamline processing of universe updates. The Bureau will also expand efforts to use existing government administrative records and agreements with states and large local governments to replace traditional collection efforts, streamlining data collection. The Employment and Payroll component of the Census of Governments will start collection operations via electronic instrument and processing of response data. The Census of Governments will continue non-response follow-up through the fiscal year. Additionally, the Census of Governments will continue to implement system improvements, in both process and technology, for more effective data editing strategies to increase efficiencies in data processing. These improved methods will reduce burden and costs to respondents and allow the program to focus data review efforts on cases with the most impact on data quality. The Census of Governments includes the following major activities: Includes planning and preparatory activities associated with conducting a 2027 Census of Governments featuring all-electronic response and Includes implementation of census program components and content determined in consultation with government agencies, data providers, and other data users, as well as the design of electronic collection instruments. Mail List Development and Mailout ($1,088 BA/Obl., 5 FTE/7 Positions) Activities include mailout of the census mail list Government Units Survey (GUS) and updates to the Frames for the 2027 Census of Collection and Processing ($126 BA/Obl., 0 FTE/0 Positions) Includes all collection and clerical operations conducted at the Census Bureau headquarters and in Jeffersonville, Indiana at the Census Bureau's National Processing Center. Also included are researching and implementation of new methods to increase efficiency of data Publication and Dissemination ($97 BA/Obl., 0 FTE/0 Positions) Activities include all operations related to data tabulations, final table review of tabulated census data, development of census products, review of disclosure avoidance patterns, and the dissemination of census results.
