What this funds
Goal: Provide Clean Air, Land, and Water for Every American The Agency notes that FY 2026 levels are estimates and subject to refinement based on Administration priorities. As of March 2026, the Water Infrastructure Finance and Innovation (WIFIA) Program has issued 150 loans to communities across the country totaling over $23 billion in loans to help finance nearly $50 billion for water infrastructure projects. WIFIA loans for these projects have saved communities almost $8 billion. Saving money through the WIFIA program means more infrastructure investment and lower bills for citizens. These WIFIA-financed projects are creating 168,000 jobs and improving water infrastructure for WIFIA provides financing for the modernization and construction of drinking water, wastewater, and stormwater systems. The Program supports a broad borrower base, including municipal utilities, private companies, regional partnerships, and small towns. Communities often use WIFIA program funds to supplement State Revolving Fund financing, providing an additional source of low-cost capital to help meet the growing water infrastructure needs of the United States while minimizing the financial costs to residents. The WIFIA Program offers long-term loans with flexible terms, complementing additional forms of funding and financing and helping communities get more projects done with a lower impact on ratepayers. The Program provides a variety of innovative, customized loan products to meet borrowers' needs, such as master credit agreements, planning and design loans, and single loans FY 2027 Activities and Performance Plan: Work in this program directly supports Goal 1/Objective 2, Clean and Safe Water, in the The FY 2027 budget request includes funding for administrative expenses, primarily for staff salaries, of $7.6 million. The program requires a staff of highly technical experts to handle all aspects of the program including financial underwriting of loans, environmental review and engineering evaluations, policy, implementation, and direct oversight of projects. The WIFIA Program's administrative expenses enable a high-quality selection process and the underwriting and technical reviews that are required to allow the WIFIA Program to properly mitigate risk. Administrative funds allow for needed post-loan closing portfolio monitoring, including management that is critical to oversee the program's $48 billion1 portfolio of projects and ensure the program's long-term solvency. The Agency's request for sufficient administrative appropriation ensures the WIFIA Program's ability to monitor its rapidly growing portfolio, make new loans compliant with federal requirements, and support the Administration's priorities. These priorities include utilizing resources to broaden WIFIA loan applicants to include small and rural The FY 2027 budget request also includes authority to use fee revenue as outlined in the Water for the cost of contracting with expert services such as financial advisory, legal advisory, and engineering firms. The fee expenditure authority for the Program is in addition to the $7.6 million FY 2027 performance goals and targets are located in the FY 2027 Performance Goals tab.
