This initiative complies with Executive Order 13587 directing federal departments and agencies with access to classified information to establish insider threat detection and prevention programs. IOS demonstrated strong leadership in advancing the Department's priorities to make Americans the healthiest in the world, strengthen the health system, and restore accountability. IOS coordinated efforts to reform food safety standards, launch new science-based dietary guidelines, and protect the infant formula supply through Operation Stork Speed. The office also oversaw initiatives to combat chronic illness by promoting safe food, clean water, and environmental protections, while advancing innovative research on autism, complex diseases, and food additives. IOS played a central role in implementing transparency and accountability measures, including reforms to hospital price transparency enforcement, cutting $67 billion in government-wide costs through contract, grant, and personnel savings, and instituting new oversight of research security at NIH. The office drove MAHA-related initiatives, including establishing the interagency MAHA Commission, leading a 12-state national tour to engage stakeholders, and coordinating cross-agency actions with USDA, EPA, and DHS to reduce food costs, eliminate toxins, and protect vulnerable children. By focusing on measurable results, IOS reinforced executive accountability while supporting the Secretary's priorities. Within IOS, the ONS significantly enhanced the Department's access and utilization of intelligence- derived information to advance threat analysis and warnings, national security vetting, counterintelligence investigations, and risk mitigation support. In coordination with the Intelligence Community, ONS provided 188 classified threat briefings for HHS leadership, resulting in multiple policy initiatives with the White House, enhanced security measures within HHS infrastructure, and multiple criminal referrals. ONS established formal partnerships with security components in ASPR, CDC, CMS, FDA, and NIH to enhance sharing of threat information and adopt technical security best practices. Despite staffing declines in 2025, ONS productivity increased year-over-year. A total of 393 intelligence products were created in support of HHS customers and 21,118 foreign visitors to HHS were successfully vetted. National Security risk assessments conducted by ONS in support of the Department's Enterprise Supply Chain Risk Management Policy increased 220% (512 assessments) compared to FY2024. Those Supply Chain Risk Management risk assessments revealed pre-award threats of foreign ownership, control, or influence from countries including China, Russia, Iran, and North Korea and enabled mitigation efforts to be employed. This increase in production resulted from significant organizational changes in ONS, including the creation of a National Security Screening and Vetting Team, consolidation of analytic staff, successful recruitment of Intelligence Community personnel, newly established mission priorities, and the reassignment of multiple management and staff personnel into roles outside national security. ONS processed over 16,000 personnel security actions and inquiries in FY2025, advancing
