What this funds

The Home and Community-Based Supportive Services (HCBSS) program addresses a core challenge in long-term services and supports meeting the needs of older adults who are at risk of nursing home placement in a way that aligns with their preferences and uses public resources efficiently. By providing a coordinated set of low-cost, community-based services, the program helps older adults remain safely in their own homes and reduces reliance on higher-cost institutional care. HCBSS is structured to direct services where they are most effective. States and area agencies on aging can combine access services, in-home supports, and community-based programs based on individual need rather than providing a single, standardized benefit.
