What this funds

The U.S. Citizenship and Immigration Services (USCIS) Operations and Support (O&S) appropriation provides funding for ongoing mission operations, mission support, and associated management and administration costs for E-Verify. The O&S appropriation supports the following two Programs, Projects, and Activities (PPA): Employment Status Verification (ESV): The ESV PPA provides funding for E-Verify, which is one component of USCIS' Immigration Records and Identity Services Directorate. USCIS is responsible for immigration enforcement by performing enhanced vetting and screening of aliens to protect national security and public safety of Americans. USCIS' Immigration Records and Identity Services Directorate's Verification Division (VER) is responsible for the Verification Information System (VIS). VIS is the only nationally accessible system that provides access to employment authorization to employers and immigration status information to federal, state, and local benefit granting agencies. VIS provides the operational and technical infrastructure in support of E-Verify. E-Verify is a work authorization immigration enforcement service that supports the U.S. economy and employers' ability to ensure a legal workforce and protects American jobs E-Verify employers verify the identity and employment eligibility of records available in the Department of Homeland Security (DHS), Social Security Administration (SSA), Department of State (DOS), and state and local systems (DMVs). E-Verify and VIS play a central role in the enforcement of U.S. immigration law. Application Processing: USCIS is not requesting funds for this PPA in FY 2027): The Application Processing PPA previously provided funding for staff, equipment, and support services to process generally non-revenue generating refugee and asylum applications and petitions. The funding supported the refugee admission ceiling, protection screening for migrants interdicted at sea, adjudication of certain parole and following-to-join refugee and asylee relative petitions, processing of refugee travel document requests and related appeals, as well as international operations. This PPA also supported backlog workloads across USCIS' Field Operations and Service Center Operations Directorates.
