U.S. Customs and Border Protection Operations and Support The FY 2027 Budget includes a net zero realignment of non-pay to pay funding for the CBP Overtime Scheduling System Transformation Initiative. This adjustment will address a critical personnel gap by funding nine certified acquisition professionals who will manage, deliver, and conduct oversight of program cost, schedule, performance, and risk, strengthening program management and supporting operational effectiveness. This funding provides the necessary acquisition expertise to enhance the delivery of mission-critical capabilities for over 68,000 CBP operational users. The Acquisition Portfolio Management Directorate provides indispensable leadership, management, and capability delivery for the Enterprise Services and Office of Finance portfolio. This extensive portfolio, valued at over $2.3B across its programs' lifecycles, underpins essential agency operations by delivering mission support solutions supporting all employees. Properly resourcing this organization with qualified, certified acquisition professionals enables timely and efficient sustainment and support for frontline operations, ensuring sustained readiness and optimal Program Change 2 - Acquisition Technical and Administrative Specialties: The FY 2027 Budget includes a decrease of $6.2M for Acquisition Technical and Administrative Specialties funding. The Budget includes a program decrease reflecting the elimination of one-time funding provided in the FY 2025 Full-Year CR. As this initiative was funded in the FY 2025 Full-Year CR, funding will be reallocated to support higher priority, mission critical requirements. U.S. Customs and Border Protection Operations and Support The Budget includes an increase of $20.2M for the Advanced Deliverable Voice Operational Network (ADVON) to support core funding for contracted support services, recurring payments for leasing circuits, portable radio refresh, and radio site upgrades. This funding is intended to enhance and maintain critical communications infrastructure for operational effectiveness. This funding provides essential resources to maintain the health and integrity of the Land Mobile Radio tactical voice communication network for USBP. The funding will improve mission-critical network coverage in remote and high-risk areas and enhance domain awareness for over 20,000 frontline personnel. Enhanced support ensures reliable communications for agents in the field, maintaining officer safety while strengthening operational efficiency and service to the American public. The FY 2027 Budget includes an increase of $9.0M to support the Advanced Trade Analytics Platform (ATAP) custom-designed artificial intelligence (AI), analytic modeling, machine learning, and case management capabilities. This funding enhances advanced data analysis and operational efficiency in the trade enforcement. This funding supports specialized data science and software development expertise, as well as the procurement of necessary software licenses. These resources will improve the rapid analysis of trade activity and the enforcement of illicit activity and tariff evasion, supporting the America First Trade infringement. Overall, this will enhance operational effectiveness and service to the public. U.S. Customs and Border Protection Operations and Support The FY 2027 Budget includes an increase of $21.0M for aircraft and vessel maintenance contracts and fuel. This funding primarily supports capability growth from delivering new Multi-Role Enforcement Aircraft, integrating new, meeting rising maintenance costs, and increasing flight This funding increase supports the National Aviation Maintenance Contract, National Marine Center, and aircraft fuel. These contracts are essential for maintaining operational availability and full mission capability to enable execution of flight and float hour targets. The funding will enable expanded operational capabilities, including increased operational tempos, preparation for integrating new sensor equipment, and the addition of three Multi-Role Enforcement Land Interdiction aircraft. It also supports increased aircraft and vessel flight and float hours. Overall, this investment ensures AMO can meet growing mission demands and maintain operational readiness. Program Change 6 - AMO Maintenance, Repairs, and Operations: The FY 2027 Budget includes an increase of $5.4M for maintenance, repairs, and operations to support CBP's AMO facilities portfolio. Services Marine Operations Center (AMOC) guard services, and deferred maintenance. As of Quarter 2 of FY 2026, CBP's AMO facilities, portfolio maintenance, and repair requirements have accumulated a backlog of 65.6 p
