## What this funds

Border Security Assets and Infrastructure End Items - The Border Security Assets and Infrastructure PPA provides funding for the technology and assets needed to conduct CBP's border security mission. CBP protects the Nation through the coordinated use of personnel, technology, and infrastructure to detect, interdict, and prevent acts of terrorism and the unlawful movement of people, illegal drugs, and other contraband across the borders of the United States. Funding in this PPA supports investments in detection and surveillance equipment to enhance situational awareness and to facilitate border enforcement; pedestrian and vehicle This PPA is comprised of the following investments/activities: Integrated Surveillance Towers (IST): The IST Program consolidates program management of all U.S. Border Patrol (USBP) surveillance tower systems into a single unified program structure. As a Level I Major Investment, all prior year funding for legacy surveillance towers is consolidated Unattended Ground Sensors (UGS): The UGS Program encompasses several categories of deployed UGS, cameras, and related covert electronic surveillance equipment. These systems are used for detection, tracking, and identification (such as differentiating between humans, animals, and vehicles), providing persistent surveillance and situational awareness across international land borders. Procurement, Construction, and Improvements Border Security Assets and Infrastructure - PPA Border Enforcement Coordination Network (BECN) Enforcement Systems (ES): The BECN ES solution will modernize a majority of the legacy Border Patrol Enforcement Systems (BPES) Program. The BECN ES Program focuses on the foundational aspects and the core enforcement capabilities of a modernized solution to include Border Patrol Enterprise Tracking System, Enterprise Geospatial Information Services, Intelligent Computer Assisted Detection, Tracking, Sign-Cutting, and Modeling, and Team Awareness Kit. It will involve a combination of commercially available off-the-shelf and custom development solutions to provide improved and net new functionality as required by operational users. BECN Integrated Business Operations System (iBOS): The BECN iBOS solution will modernize ten outdated administrative systems by integrating them into a scalable, secure, and unified ecosystem. Modernization of this program enables access to reliable data, increases operational efficiency, enhances mission-driven decision making, and provides an intuitive, user-focused experience to optimize the USBP administrative Border Security Assets and Infrastructure End Items: These procurements include funding for multiple technologies and assets for the USBP, including small unmanned aircraft systems, mobile surveillance capability, and seamless integrated communications. They include programs that exceed the $250,000 PC&I threshold for end items, or items that have been previously appropriated to the PC&I account but are not part of the DHS The FY 2027 Budget does not include funding for the Border Security Assets and Infrastructure PPA.
