## What this funds

Department of Homeland Security U.S. Customs and Border Protection U.S. Customs and Border Protection (CBP) is responsible for securing America's borders to protect the United States against terrorist threats and to prevent the illegal entry of inadmissible persons and contraband, while also facilitating lawful travel, trade, and immigration. In support of this and evolve its capabilities to (1) combat terrorism, (2) support and advance legitimate economic activities, (3) define, prioritize, and disrupt transnational criminal organizations (TCOs), and (4) prevent the spread of agricultural pests and diseases. The FY 2027 Budget includes $18.5B; 55,557 positions; and 54,852 full-time equivalents (FTE) for CBP. This funding, when combined with the historic funding provided by the Working Families Tax Cut Act (Pub. L. 119-21), will enable CBP to fully implement the President's border security strategy to defend the Homeland. The FY 2027 Budget enables CBP to fully implement the Administration's border security strategy and invest in the counter-narcotics mission to defend the Homeland. Major investments include: ' $322.0M to advance technology modernizations for the counternarcotics mission, design and construct Sensitive Compartmented Information Facilities, modernize laboratories, procure advanced equipment and lab personnel. Surveillance Aircraft to ensure effectiveness in critical reconnaissance and surveillance missions; $38.7Mfor three Light Enforcement aging V-Hull patrol vessels to maintain a mission-capable fleet to effectively patrol inshore waterways. ' $136.1M and 31 positions for Automated Commercial Environment modernization, including artificial intelligence for several information technology processes improvements, upgrading outdated architecture, improving visibility into the import lifecycle, and automating manual processes to enhance efficiency and transparency and allow earlier access to actionable data. ' $51.0M for Persistent Wide Area Air Surveillance and necessary contract costs to expand capability and integrate new sensor equipment. ' ($557.1M) and (2,524 positions) adjustment to the Operations & Support topline to account for access to Fixing America's Surface Transportation (FAST) Act revenue from Consolidated Omnibus Budget Reconciliation Act (COBRA) Customs User Fees and COBRA Free Trade Agreement, as well as revenue from the following fees that were created and/or adjusted by the Working Families Tax Cut Act: Electronic System for Travel Authorization, Electronic Visa Update System (EVUS), and I-94. This shifts funding for 2,524 FTE from appropriated funding to user fees without affecting front-line operations. The FY 2027 Budget reflects the Department's top priorities to strengthen national security through robust technology capabilities and aircraft fleet to support law enforcement across our entire mission, including securing our border and enforcing our immigration laws. The achievement of this goal hinges on the Department's dedicated law enforcement personnel, who are constantly asked to do more and whose retention is critical, especially as we seek to grow our staffing levels. The Budget recognizes the important contributions of these valiant Law Enforcement Officers and The Working Families Tax Cut Act authorized the EVUS fee to fund EVUS administration and upkeep. Starting in FY 2026, a mandatory minimum fee of $30.00 for EVUS enrollments applies, with annual adjustments based on the Consumer Price Index for All Urban Consumers economic Department of Homeland Security U.S. Customs and Border Protection adjustments. Fees are deposited into the CBP EVUS Account, less the $5.00 per enrollment, which is credited as offsetting receipts and deposited into the Treasury General Fund.
