The C-130J aircraft replaces the agency's legacy fleet of P-3 maritime patrol aircraft, which is reaching the end of its projected service life, becoming expensive to maintain, and experiencing obsolescence issues. With its maritime sensors and long-range capabilities, the C-130J serves as an effective replacement of the P-3 platform and sustains CBP's ability to conduct critical Extended Border Foreign Operations Surveillance (EBFOS) reconnaissance, surveillance, and targeting missions throughout the Western Hemisphere in coordination with Joint Interagency Task Force South and in support of the White House's Office of National Drug Control Policy (ONDCP) counternarcotics goals. The FY 2027 Budget includes $155.0M to fund one C-130J EBFOS aircraft with integrated mission systems to conduct foreign operations with joint- interagency partners, gather intelligence to prevent threats and contraband from entering the United States, track surface and airborne targets, transport personnel and equipment, and respond to natural disasters with mobile command and communications. The entire P-3 fleet is in need of replacement; the P-3 fleet has airframes over 60-years old and radars over 40-years old. As the P-3 fleet ages, CBP must address rising maintenance costs, parts shortages, and unrepairable failures, which have already reduced the fleet from 14 aircraft to eight aircraft. The Working Families Tax Cut Act (Pub. Law 119-21) funded the first C-130J, however, one C-130J does not meet mission and operational requirements nor replace the P-3 fleet. Replacing the P-3 fleet with the C-130J allows CBP to maintain the long-range endurance, lift, and payload needed for effective reconnaissance, surveillance, and targeting across the Western Hemisphere, sustain joint operations with Joint Interagency Task Force South, and advance ONDCP counternarcotics objectives. In FY 2025, the P-3 fleet flew 4,386 hours, which resulted in the seizure of 180,204 pounds of drugs and 20 arrests. This funding sustains mission-critical operations, delivers a second C-130J with advanced mission systems, supports the Administration's January 2025 Executive Order 14165 - Securing Our Borders and enables continuous detection, tracking, and interdiction in key drug transit zones.
