What this funds

The FY 2027 Budget provides $42.7M to transition DHS Human Capital IT systems to the new Office of Personnel Management's (OPM) Federal Shared Service Human Capital Management (HCM) platform. HCM is major government-wide modernization effort that will consolidate and transition numerous outdated, duplicative Federal human resources systems into a single, modern Core Human Capital Management (Core HCM) platform. This whole-of-government initiative, driven by OPM will eliminate waste and inefficiency, to manage the Federal workforce more effectively. This investment supports new software acquisitions, platform development, system upgrades, data migration, and technical services to The following table shows the funding profile for HRIT projects. In addition to the funding table, details of the projects being executed in FY 2027 Administrative Grievances and Third-Party Proceedings / Employee Relations/Labor - - - Mission Support Assets and Infrastructure - PPA Human Resources Information Technology (HRIT) 3 Overall investment funding for FY 2025 and FY 2026 was appropriated under MGMT. Beginning in FY 2027; investment funding is provided under OSEM. Payroll/T&A/HCM Core HR Solution: To reduce challenges associated with managing disparate solutions, DHS will be among the first agencies to implement OPM's centralized HCM solution. The HCM solution will consolidate a large number of DHS' human capital capabilities, and the out- year projections are driven by OPM as this initiative is heavily dependent on OPM as the shared-service provider. FY 2027 activities will focus on "core" implementation as the system is expected to be fully operational for DHS within this fiscal year. ' Deployed three additional bots for FEMA and HQSF-75 processing in FY 2025 Q4. ' Migrated from WebTA to GovTA, providing a stable and secure environment. ' Implemented data exchange between GovTA and EIE and supported Component archiving and reporting. ' Enhanced GovTA to meet DHS requirements and Federal regulations. ' Modernized EIE code bases, updated data governance processes, and improved data assets and validation. ' Expanded HRSC capabilities, including case management and a unified portal for HR services and employee data. ' Modernize the National Finance Center's (NFC) payroll and time and attendance applications that are end of life, subject to NFC timelines ' Increase DHS Components usage of USA Staffing to 60% of key features. ' Develop new data sharing application programming interface that will share human capital data and automate human capital workflows. ' Extend the self-service capability of the HRSC by allowing employees to view and identify their HR data, initiate correction, to improve quality and responsiveness. Expand the HRSC as the digital front door to DHS employees for career management, future advancement, ' Identify human resources solutions to evaluate the automation for integrating data between HR solutions and the EIE data warehouse. This will eliminate manual entries and inconsistencies across data sources. ' HCM system procurement and implementation activities, working in conjunction with OPM imposed timelines. 2Key milestone events for FY 2025 and FY 2026 were or will be conducted under MGMT.
