## What this funds

to MGMT/O&S/OCPO: Transfers the costs associated with the Acquisition Professional Career Program (APCP) to ensure the Department's continuity of succession for the contracting career field, an Office of Personnel Management (OPM) designated Mission Critical Occupation (MCO). This transfer sustains investments in recruiting, training, development and coaching for the DHS acquisition workforce, ensuring ongoing retention while simultaneously reducing administrative costs and risks associated with program participants. Effective management of the APCP is essential to meet existing staffing demands for the contracting workforce across the Department. Transfer 7-11 - Transfer for Derived PIV Credential from CBP/O&S/MS, FLETC/O&S/MS, OIG/O&S/MS, S&T/O&S/MS, TSA/O&S/MS to MGMT/O&S/OCSO: Transfers the costs to MGMT, OCSO Enterprise Security Services Division to support Derived Personal Identity Verification (PIV) Credential Service, which are required for DHS issued mobile devices and provides data security. This transfer will reduce administrative workloads, leverage economies of scale, and ensure procurement lead times are met. Transfer 12 - Transfer for JRC from OSEM/OSEC to MGMT/PARM/CARD: Transfers resources associated with the Joint Resource Council (JRC) from OSEM/OSEC to MGMT/PARM. JRC management and oversight under PARM provides a targeted effort to streamline and enhance the requirements process, ensuring mission-critical capability gaps are effectively identified and increase efficiencies for the Department. Transfer 13 - Transfer for MGMT Directorate to OSEM: Transfers the MGMT Directorate funding, programs, and personnel to the OSEM. The facilities, and information technology will continue uninterrupted under OSEM. The consolidation will result in additional efficiencies and savings, enabling more effective and standard oversight of the Department's Components, to the benefit of Headquarters in delivering clear, effective guidance and to the benefit of the Components in receiving decisive, non-redundant messaging from senior leadership. Transfer 14 - Transfer for OHS from OSEM/O&S/M&O to MGMT/O&S/OCHCO: Transfers the Workforce Health and Safety Division personnel and programs from the Office of Health Security (OHS) in OSEM to the OCHCO in MGMT. Pursuant to general provisions included and requested, in Title V, through the President's Budget process, and consistent section 872 of the Homeland Act of 2002, the Budget consolidates these functions under a new executive management office led by the Chief Medical Officer to better coordinate the Department's medical and public health Transfer 15 - Transfer for STORM Consolidation from OSEM/O&S to MGMT/OCIO: This transfer consolidates the DHS System of Tracking Operations and Records Management (STORM) and Correspondence Analyst Task Tracking (CATT) into a single, department-wide Task Management system. The new system will reduce ongoing costs and incorporate AI capabilities for all users. Funding for this consolidation transferred from all OSEM offices to OCIO. Transfer 16 - Realignment for Personnel from OBIM to OCIO: Transfers 24 FTEs and funding associated with HART PMO from OBIM to OCIO to ensure resources and personnel are optimally aligned to support the Department's technical development priorities for HART. This transfer reflects careful planning and adherence to budgetary adjustments while maintaining the integrity of mission-critical functions. Transfer 17 - Transfer for Financial Professionals Program (FPP) from O&S/MS to MGMT Offices: Transfers 2 FTEs and associated funding for the Financial Professionals Program to OCFO, OCHO and OCIO in MGMT from O&S Mission Support. This is a two-year program designed to recruit, develop, and retain employees into the DHS financial management community. OCFO tested this program with Components for three cohorts of employees and have been successful in building much needed bench strength for the CFO community. Components support this transfer to allow OCFO to establish a permanent program. Transfer 18 - Transfer for OBIM to OCIO: Transfers the OBIM funding, programs, and personnel to the CIO. The OBIM mission remains unchanged, and all services will continue uninterrupted under CIO. Transfer 19 - Transfer for PARM to IOUSM: Transfers funding, programs and 54 Pos/FTEs from the Office of PARM to the IOUSM to establish and resource the Working Families Tax Cut Act (WFTC) Program Executive Office (PEO). The PEO will provide centralized management of WFTC funds and activities required to execute a large, fast-moving, cross-Component funding construct. Transfer 20 - Transfer for PARM to OCPO: Transfers funding, programs and 10 Pos/FTEs from the PARM to the CPO for Department Transfer 21 - Transfer for STORM Consolidation from MGMT/O&S to MGMT/OCIO: This transfer consolidates the DHS STORM and CATT into a single, department-wide Task Management system.
