The FY2027 President's Budget requests — for Improvised Explosive Device Precursor, within Homeland Security's Research and Development account.
FY2025–FY2026
| Fiscal year | Basis | Amount |
|---|---|---|
| FY2025 | enacted | $0.8M |
| FY2026 | CR annualized | $0.8M |
The prior-year column is a CR annualized figure — the rate a continuing resolution funds at, not an enacted appropriation. The two are different numbers and are not interchangeable. Bases are separate columns and are never summed into one figure.
Homeland Security discretionary budget authority
From the OMB Public Budget Database — clean, summable, and the figure to cite for an agency total. It is the whole of Homeland Security's discretionary request, not a total of the parsed lines above, and this page never adds the two together.
What this funds
…IS includes the following R&D Improvised Explosive Device Precursor: This was an initiative by which CISA, in a cooperative effort with our domestic and international partners, scientifically assesses and quantifies the threat posed by an array of improvised explosive device precursor chemicals. The IED Precursor R&D was associated with the dedicated Bombing Prevention program proposed for elimination in FY 2027. Technical Forensics: This program advances technological capabilities to characterize and identify the nature, origin, and history of CBRNE materials interdicted before a detonation rapidly, accurately, and credibly. The Office of Countering Weapons of Mass Destruction (CWMD) supports the National Nuclear Forensics Expertise Development program under 6 U.S.C. § (12) that addresses the enduring challenge of sustaining a preeminent workforce of scientists and policymakers that are educated and trained in CBRNE forensics-related specialties by funding undergraduate scholarship, postdoctoral technical fellowships, faculty research awards, and Federal expertise development courses.
