Integrated Public Alert and Warning System (IPAWS) - Investment 024_000007001 - Integrated Public Alert and Warning System IT Yes $10,600 Integrated Public Alert and Warning System (IPAWS) is a national alert and warning capability utilized by public safety officials to provide alerts, warnings, and emergency information enabling the public to avoid danger and take actions to save lives before, during, and after disaster events. The Wireless Emergency Alerts (WEAs); to radios and TVs as Emergency Alert System (EAS) broadcasts; to National Oceanic Atmospheric Administration Weather Radios; and to All-Hazards Alert and Information Feed for Internet applications, services, and websites. The IPAWS program includes two primary components: ' The National Public Warning System (NPWS) infrastructure provides direct broadcast coverage to 90 percent of the U.S population and activation and control of the EAS for a national emergency. This provides the President (under all conditions) access to all TV and radio stations ' The IPAWS-Open Platform for Emergency Networks (IPAWS-OPEN) system routes authenticated public alert and warning emergency messages from authorized Federal and SLTT authorities to wireless carriers, radios, TVs, cable stations, and National Weather Service All-Hazards Weather Radio networks for broadcast to the mobile phones, radios, televisions, and other communications to people in a disaster or at-risk area. Funding in FY 2027 will accelerate the modernization of the enhanced modules and equipment at broadcast stations as national Primary Entry Points (PEP) in the NPWS. These strategically selected locations can provide 100 percent more power than traditional stations resulting in a much greater broadcast range, add redundancy to emergency communications nationwide, and increase public coverage during disasters and emergencies. Funds will be used to fabricate and deploy High-Altitude Electromagnetic Pulse (HEMP)-hardened equipment racks and shielded generator system enclosures to disaster areas. This temporary, deployable, and resilient solution allows FEMA to protect and secure the radio broadcast transmitters, generators, and equipment that enable officials to send life-saving information to the public during emergencies. The HEMP coverage will be expanded to three broadcaster relay entities capable of reaching a nationwide audience, including Sirus XM. Through HEMP coverage, IPAWS can increase the resiliency of these broadcasters and greatly increase the public reach of broadcasts during HEMP-based Operational Communications/Information Technology - PPA Integrated Public Alert and Warning Systems (IPAWS) The request also includes funding to procure, install, and implement a third NPWS activation and control suite in the western United States. A third NPWS activation and control suite in the western United States, in addition to the two east coast activation nodes off of the Eastern Interconnection, strengthens the posture of FEMA to deliver warnings of to the nation before, during, and after a catastrophic national emergency.
