This non-pay cost driver includes the maintenance and operations of all fixed and relocatable towers that provide persistent surveillance using electro-optical (EO) and infrared (IR) video cameras or radars to enable improved situational awareness, increased agent safety, and rapid response with the detection, identification, classification and tracking of an Item of Interest (IoI) or multiple IoIs in rugged, remote, rural, urban, riverine, and coastal environments along the border.
