The program change reflects an increase to the Acquisition Management Support Services contract and payment shared services. The increase aligns the anticipated support needed to fully fund the FY 2027 contract requirements. This funding will enable I&A to obtain the technical expertise required to optimize the interoperability of its data and data governance processes with other elements of the Intelligence Community (IC). Specifically, this funding will enable standardization and automation of I&A's data governance documentation and processes to streamline and accelerate data sharing. Finally, this funding will provide I&A with the cloud resources required to standardize and make its data AI-ready. This program change reflects an increase of funding to ensure base funding is adequate to support mission needs of Assets & Logistics to perform enterprise-wide real property, mobile assets, aviation and marine assets, and integrated logistics functions. This program change realigns funding from SI20 CAPSIS/CUBE (program change 58) to Assets & Logistics to better support DHS's mission. By optimizing asset utilization, integrating logistics functions, and implementing affordable readiness strategies, A&L enhances Department-wide efficiency and ensures alignment with DHS's strategic goals, supporting mission readiness and contingency response. Office of the Secretary and Executive Management Operations and Support This program change decreases the IDENT baseline as the Department prepares to sunset the system and transition biometric operations to Homeland Advanced Recognition Technology (HART). In FY 2026 funds were aligned to IDENT for decommissioning the system and covering one quarter's worth of Operations & Maintenance (O&M) in the event of an unforeseen impact on the sunset timeline. IDENT will begin sunset in FY 2027 and program costs will shift to HART as it transitions to the sole operating biometric system of record. The funds that remain aligned to IDENT are necessary for the faithful and uninterrupted systems transition, and to mitigate the impact of potential delays to the exact month IDENT begins sunset.
