The FY2027 President's Budget requests $101.0M for Maritime Oil Spill Program, within Homeland Security's Maritime Oil Spill Program account. That is up 0.0% on the FY2026 figure of $101.0M, which is a continuing-resolution annualized figure, not an enacted appropriation.
FY2025–FY2027
| Fiscal year | Basis | Amount |
|---|---|---|
| FY2025 | enacted | $101.0M |
| FY2026 | CR annualized | $101.0M |
| FY2027 | request | $101.0M |
The prior-year column is a CR annualized figure — the rate a continuing resolution funds at, not an enacted appropriation. The two are different numbers and are not interchangeable. Bases are separate columns and are never summed into one figure.
Homeland Security discretionary budget authority

What this funds
The Maritime Oil Spill Program operates under the authority of Title I of the Oil Pollution Act of 1990 (OPA), as amended, which provides for the use of the Oil Spill Liability Trust Fund (OSLTF) to pay for the Federal response to oil spills and claims for uncompensated removal costs and damages resulting from such spills. The Maritime Oil Spill Program directly supports the U.S. Coast Guard's (USCG) Marine Environment Protection mission and Maritime Response Program. Executive Order 12777, section seven, delegated the management responsibility of the OSLTF to the Secretary of the Department in which the USCG operates. Upon re-delegation by the Secretary, the Commandant of the USCG delegated this responsibility to the National Pollution Funds Center (NPFC). The NPFC oversees the OSLTF. The NPFC: Funds Federal removal actions in response to discharges and substantial threats of discharge of oil to navigable waters of the United States. Compensates claimants for OPA removal costs and damages. Funds natural resource trustees for Natural Resource Damage Assessments. Administers the OSLTF.

Linked contracts are a floor, not a census. Coverage is bounded by how distinctively a program is named and, for performer links, to RDT&E and Procurement — O&M and military construction publish no performers. Budget figures are FY2027 request dollars; contract figures are obligations. The two measure different things and must never be summed together.
