## What this funds

Transfer 1 - Transfer for Freedom of Information Act (FOIA): Transfers funding and existing position to strengthen the USCG's privacy compliance and oversight capacity in support of expanding operational authorities, data-sharing initiatives, and technology modernization. Transfer 2 - R&D Utilities Transfer: This transfer supports non-severable operating costs associated with maintenance, rehabilitation, lease, and operation of facilities and equipment for R&D from the R&D appropriation to O&S. Previously, this funding was requested through the R&D appropriation. In shifting these funds to O&S, funding received for the R&D appropriation is directly attributable to R&D projects. Transfer 3 - Transfer for Financial Professionals Program: This transfer supports the cost of program management for the Financial Professional Program (FPP) in the Management Directorate, Office of the Chief Financial Officer (OCFO). This is a two-year professional development program that recruits, trains, and retains entry-level analysts to serve in critical financial management positions of accounting and budget across the DHS Components. The DHS OCFO will coordinate bringing the FPP cohort onboard annually and matching them to Components, as well as coordinate a rigorous training and development plan that cohorts will follow.
