Cybersecurity and Infrastructure Security Agency Procurement, Construction, and Improvements Comparison of Budget Authority and Request The Cybersecurity and Infrastructure Security Agency (CISA) Procurement, Construction, and Improvements (PC&I) appropriation supports activities, which enhance the security and resilience of the Nation's infrastructure against terrorist attacks, cyber events, and other large-scale incidents, including national special security events. PC&I provides funds necessary for the manufacture, purchase, or enhancement of one or more assets prior to sustainment. Information Technology (IT) related PC&I may consist of one or more assets which provide useful software and/or hardware in an operational (production) environment, including non-tangible assets. The FY 2027 Budget includes the following Programs, Projects, and Activities (PPAs) within the PC&I appropriation: Cybersecurity Assets and Infrastructure: This PPA funds major acquisition programs that support cybersecurity activities to include the Continuous Diagnostics and Mitigation (CDM), the Cyber Analytic and Data System (CADS), and the CyberSentry programs.
