Transfer 1 - Transfer for Financial Professionals Program (FPP) from CBP/O&S/MS to MGMT/O&S/OCFO: This transfer supports the cost of program management for the Financial Professional Program (FPP) in the Management Directorate (MGMT) Office of the Chief Financial Officer (OCFO). This is a two-year professional development program that recruits, trains, and retains entry-level analysts to serve in critical financial management positions of accounting and budget across Department of Homeland Security (DHS) Components. The DHS OCFO will coordinate bringing the FPP cohort onboard annually and match them to Components, as well as coordinate a rigorous training and development plan. U.S. Customs and Border Protection Operations and Support Transfer 2 - Transfer for APCP from CBP/O&S/MS to MGMT/O&S/OCPO: This transfer supports the costs associated with the Acquisition Professional Career Program (APCP) to the Office of the Chief Procurement Officer (OCPO) in MGMT, which ensures the Department's continuity of succession for the contracting career field, an Office of Personnel Management designated Mission Critical Occupation. This transfer ensures investments in recruiting, training, development and coaching, and the retention and sustainment of the DHS acquisition workforce, while reducing administrative costs and risks associated with program participants. Effective management of the APCP is essential to meet existing staffing demands for the contracting workforce across the Department. Transfer 3 - Transfer for Derived PIV Credential from CBP/O&S/MS to MGMT/O&S/OCSO: This transfer supports the costs associated with the Derived Personal Identity Verification (PIV) Credential Service to the Office of the Chief Security Officer (OCSO) Enterprise Security Services Division in MGMT. The Derived PIV Credential Service enhances data security and is required for DHS-issued mobile devices. This transfer will reduce administrative workloads, leverage economies of scale, and ensure procurement lead times are met. Transfer 4 - Transfer RPM Support Personnel from CWMD/O&S/MS to CBP/O&S/IO: This transfers 13 positions, 13 full-time equivalents (FTE), and $4.4M out of CWMD O&S/Mission Support to CBP O&S/Integrated Operations to support the acquisition and deployment of large-scale Transfer 5 - Realignment for the Insider Threat Program from IO/OI to MS/OPR: Realigns CBP's Insider Threat Program and Insider Threat Division from the Office of Intelligence (OI) to the Office of Professional Responsibility (OPR) to allow for improved alignment of authorities, streamlined response coordination, better investigative support, and enhanced visibility and effectiveness across the CBP enterprise. This transition includes the transfer of ten positions, currently assigned to the Insider Threat Division. Transfer 6 - Realignment for the Office of Programming from MS/ELO to MS/ES: This transfer corrects the organizational realignment of the Office of Programming by returning funding from the Office of Finance Executive Leadership and Oversight to Enterprise Services (ES). The FY 2025 Full-Year CR included the organizational realignment for the Office of Programming to support synergy across programming, budget formulation, and execution; however, this funding should not have been included in the original realignment and as such, this transfer returns the
