Office of the Chief Readiness Support Officer Pricing Change 1 - 2025 Civilian Pay Raise Annualization: This pricing change represents the cost of the fourth quarter of the calendar year 2025 Pricing Change 2 - 2024 Civilian Pay Raise Annualization: This pricing change represents the amount needed to fully fund the calendar year 2024 Pricing Change 3 - 2026 Civilian Pay Raise and Annualization: This pricing change represents the cost of four quarters of the calendar year 2026 Pricing Change 4 - Federal Employee Retirement System (FERS) Adjustment: This pricing change reflects a decrease in the FY 2027 Pricing Change 5 - Federal Protective Services Fee Adjustment: This pricing change reflects a decrease in the cost of Federal Protective Service (FPS) fees. FPS will continue to provide the same basic security services that are statutorily required in accordance with 40 USC ' 1315. The basic security fee reduction is based on a decrease in costs associated with countermeasure security services provided at Federal facilities. The basic security fees are calculated by analyzing the historical workload data and costs at each building. Pricing Change 6 - Annual Audit: This pricing change represents $0.8M in FY 2027, and each year after, with a 5 percent annual increase for inflation to fund a mandatory annual audit, which is a "must-pay" bill. The Chief Financial Officers Act of 1990 as amended by the DHS Financial Accountability Act of 2004 requires DHS to submit annual Department -wide audited financial statements. The audits were previously funded by a DHS Components Working Capital Fund (WCF) that is now dissolved, and OCFO is currently funding the audit. Pricing Change 7 - National Finance Center: This pricing change represents $2.4M for the National Finance Center (NFC) agreement with the U.S. Department of Agriculture. This increase ensures timely and accurate payroll services for DHS employees Department-wide. The NFC, an Office of Management and Budget (OMB)-mandated Federal shared service provider, has seen a substantial rise in service costs (4% or $2.0M year- over-year) over the past five years, necessitating significant reprogramming efforts to maintain mission and program execution. Pricing Change 8 - OBIM Average Pay Cost: This pricing change reflects $1.6M for increased salaries and benefits costs. Average pay costs reflected in previous budget submissions were significantly lower than actual costs per FTE. Additional funding is required to align with actual costs and should carry forward into future years. Pricing Change 9 - Office of the Chief Procurement Officer PRISM: The pricing change represents Procurement Requisition Information System for Management (PRISM), the Department's official requisition and contract writing/awards system. This pricing change reflects the increased cost of operating and maintaining the system due to the recent contract recompete and award. Pricing Change 10 - Office of the Chief Readiness Support Officer DHS Mail Services: This pricing change represents an overall net decrease of under the Service Contract Act (SCA). Service Source Inc. (SSI) is the nonprofit company that provides mail services to DHS and was recently awarded another equitable adjustment to reflect the changes of the U.S. Department of Labor (DOL) Wage Determination No. 2015-4281, Revision
