Office of Trade - PPA Level II Non-LEO Personnel: This cost driver funds the salaries and benefits of non-LEO personnel. Explanation of Non Pay Cost Drivers Automated Commercial Environment: This cost driver includes the development and maintenance of the ACE Modernization. O&S funding is required to upgrade ACE to comply with current policies, such as Executive Orders, Proclamations, and legislative requirements for increased tariffs, as well as to meet growing volume demands. The FY 2027 Budget supports ACE enhancements, including additional non-core ACE Modernization capability sustainment (covering software license costs, increased maintenance contracts, and security/architecture upgrades) and ACE core capability sustainment (for software licenses, existing maintenance contracts, security patches, and software modifications driven by environmental changes or user feedback). These enhancements are intended to minimize system slowdowns and unplanned outages, improve user efficiency and reliability, enhance CBP's ability to enforce trade laws, and provide centralized access to high-quality data for CBP and Partner Government Combatting Forced Labor: This cost driver includes the continued development, refinement, and deployment of improved technology and analytical modeling supporting the Uyghur Forced Labor Prevention Act (UFLPA) and Forced Labor Activities, to include targeting tools capable of tracing supply chains of entities, facilities, products, and shipments for links to the Xinjiang Uyghur Autonomous Region and forced labor worldwide.CBP will identify risk using company data and connections between corporate entities, shareholders, subsidiaries, and other supply chain information necessary to carry out the UFLPA mandate.
