Trade and Travel Operations - PPA Office of Training and Development - PPA II Customs and Border Protection Officer Training Program Non Pay Cost Drivers Explanation of Non Pay Cost Drivers Customs and Border Protection Officer Training Program: This cost driver includes travel, TDY, FLETC lodging and meals, basic issue supplies and equipment to deliver basic training to newly hired CBPOs. Canine Training and Procurement: This cost driver includes student travel, TDY, and supply and equipment costs (not canine costs) to deliver training to CBPOs for all canine disciplines. Costs vary based on the total number of new CBPO canine officers attending training. Learning Management System: This cost driver includes the cost to provide systems administration and support for Acadis, the official CBP training system of record.
