Transfer 1 - Transfer for A&O to OSEM: Transfers A&O funding, programs, and personnel to OSEM. The mission of A&O remains unchanged, and all essential services, will continue uninterrupted under OSEM. The consolidation will result in additional efficiencies and savings, enabling more effective and standard oversight of the Department's Components, to the benefit of Headquarters in delivering clear, effective guidance and to the benefit of the Components in receiving decisive, non-redundant messaging from senior leadership. Transfer 2 - Transfer for CBRN Risk/Detection from OSEM/O&S/ Policy to CISA/O&S/CWMD: Transfers the Chemical Biological Radiological and Nuclear Risk/Detection Architecture from Policy to Cybersecurity and Infrastructure Security Agency (CISA). OSEM received the transfer from the Countering Weapons of Mass Destruction (CWMD) Office in the FY 2026 President's Budget and the FY 2027 transfer provides the final organizational placement of legacy CWMD Office functions into CISA. Transfer 3 - Transfer for Continuity of Government from FEMA/O&S to OSEM/O&S: Transfers the Continuity of Government (COG) program and personnel from the Federal Emergency Management Agency (FEMA) to OSEM. The transfer is intended to streamline program Office of the Secretary and Executive Management Operations and Support oversight and enhance strategic alignment with Departmental priorities. Centralizing COG program management under OSEM will improve coordination, policy integration, and decision-making at the highest level, ensuring continuity planning is directly aligned with executive direction. This transfer will also reduce administrative redundancies and optimize resource allocation, supporting more effective implementation of continuity Transfer 4 - Transfer for C-UAS Program Executive Office from OSEM/O&S/PLCY to S&T/O&S/MS: Transfers the Counter-Unmanned Aircraft Systems (C-UAS) Program Management Office (PMO) and personnel from OSEM within PLCY to the Science and Technology (S&T) Directorate. The establishment of a new Program Executive Office (PEO) within S&T is a strategic initiative designed to align with the Department's vision for Air Dominance, address the evolving C-UAS threat landscape, and support operational priorities. The new C-UAS PEO will act as the Department's central point of contact for C-UAS strategy, authorization oversight, incident monitoring, and event facilitation. This centralized PEO will ensure a cohesive and streamlined approach to achieving Air Dominance objectives. Transfer 5 - Transfer for FOIA from OSEM/O&S/Privacy to ICE/MS/Enterprise Services: Transfers funding and existing positions to strengthen Immigration and Customs Enforcement (ICE) privacy compliance and oversight capacity in support of expanding operational authorities, Transfer 6 - Transfer for FOIA from OSEM/O&S/Privacy to USCG/MS/Enterprise Management: Transfers funding and existing position to strengthen the United States Coast Guard's privacy compliance and oversight capacity in support of expanding operational authorities, data-sharing Transfer 7 - Transfer for JRC Personnel from OSEM/OSEC to MGMT/PARM/CARD: Transfers resources associated with the Joint Resource Council (JRC) from OSEM/OSEC to MGMT/Program Accountability and Risk Management (PARM). JRC management and oversight under PARM provides a targeted effort to streamline and enhance the requirements process, ensuring mission-critical capability gaps are effectively identified and increase efficiencies for the Department. Transfer 8 - Transfer for MGMT Directorate to OSEM: Transfers MGMT Directorate funding, programs, and personnel to the OSEM. The facilities, and information technology will continue uninterrupted under OSEM. The consolidation will result in additional efficiencies and savings, enabling more effective and standard oversight of the Department's Components, to the benefit of Headquarters in delivering clear, effective guidance and to the benefit of the Components in receiving decisive, non-redundant messaging from senior leadership. Transfer 9 - Transfer for NBIC from OSEM/OHS to CISA/O&S/CWMD: Transfers the National Bio-surveillance Center (NBIC) from OHS to CISA. OSEM received the transfer from CWMD Office in the FY 2026 President's Budget, and the FY 2027 transfer provides the final organizational placement of legacy CWMD Office functions into CISA. Office of the Secretary and Executive Management Operations and Support Transfer 10 - Transfer for OHS from OSEM/O&S/M&O to MGMT/O&S/OCHCO: Transfers the Workforce Health and Safety Division personnel and programs from OHS in OSEM to the OCHCO in MGMT. Pursuant to general provisions included in Title V, through the President's Budget process, and consistent Section 872 of the Homeland Act of 2002, the Budget consolidates these functions under a new executive management office led by the Chief Medical Officer to better coordinate the Department's medical and public health policies and operations. Transfer 11 - Transfer for STORM Consolidation from OSEM/O&S to MGMT/OCIO: This transfer consolidates the DHS System of Tracking Operations and Records Management (STORM) and Correspondence Analyst Task Tracking (CATT) into a single, department-wide Task Management system. The new system will reduce ongoing costs and incorporate AI capabilities for all users. Funding for this consolidation transferred from OSEM offices to OCIO. Transfer 12, 13 & 14 - Realignment for Office of Legislative Affairs, Office of Partnership and Engagement and Office of State/Local Law Enforcement to Office of External Relations: This transfer realigns the Office of Legislative Affairs, Office of Partnership and Engagement and Office of State/Local Law Enforcement into the newly established OER. OER will enable the Department to implement a unified external engagement strategy, reduce administrative overhead, and ensure that congressional offices and other stakeholders receive timely, accurate, and Office of the Secretary and Executive Management Operations and Support
