Federal Emergency Management Agency Operations and Support Program Change 1 - Cloud Modernization and Maintenance: The FY 2027 Budget includes funding to modernize FEMA's cloud systems and infrastructure. Funding will enhance cloud infrastructure to deliver faster response times, reduce latency, and improve the digital user experience, while also updating systems to leverage cloud native technologies. Through cloud modernization, FEMA will strengthen and continually improve security features to protect data and applications for ever-evolving threats and account for required increases in Office of the Chief Information Officer The FY 2027 Budget includes an increase of 4 positions, 4 FTE, and $5.5M focused on communications security (COMSEC) management, testing and service support. Funding will procure tactical continuity information and communications technology (ICT) equipment, and secure voice, video, and data systems necessary to meet Presidential requirements and increase access to a resilient, non-commercial dependent, out of band (OOB) The resilient communications capability through Integrated Continuity Communications Transport (ICCT) mitigates the risks associated with commercial network services currently used for primary communications systems making systems and data transports more resilient and resistant to Denial-of-Service (DOS) attacks to commercial infrastructure and systems. The ICCT project is a FEMA Level 3 National Security System (NSS) acquisition program intended to provide physically diverse government owned secure data transport and network that will operate in parallel to their current paths to access Unclassified, Secret, and Top Secret/SCI data networks. Federal Emergency Management Agency Operations and Support Once implemented, the ICCT project will mitigate denial of service attacks, provide physically diverse circuit pathways, safeguard against public network saturation, and achieve D-16-1 and Federal Mission Resilience Strategy (FMRS) compliance. It fulfills the Agency's requirement for network route diversity and resiliency and is designed to provide physically redundant robust communications to designated facilities. The FY 2027 Budget includes a decrease in contract spending through a review of requirements and a strategic approach to align contract funding to The reduction continues the Agency's review of contract strategies, which began in FY 2025, to realize savings and economies of scale by combining similar activities and requirements to reduce the overall contract footprint while managing risks. The reduction in contract spending reflects the Administration's commitment to reducing overall federal spending and placing greater responsibility on federal agencies to utilize taxpayer dollars in the most efficient and responsible manner. The FY 2027 Budget includes an increase of $42.0M for the implementation of the Agency's modernized financial system. The deployment of new financial system capabilities and the transition of two system solutions to sustainment operations are planned for FY 2027. The implementation of the new financial system includes integration with asset management, procurement, and grants management. The sustainment operations include Robotics Process Automation (RPA); Planning, Programming, Budget, and Execution (PPBE) Software as a Service (SaaS) cloud native software; and the next generation travel system (ETSNext). The funding is required to maintain access to these systems, support cyber Federal Emergency Management Agency Operations and Support security activities, host software, and the system environment. The sustainment support will ensure new mandates are met and provide organizational service desk support to achieve FEMA's financial and procurement operational needs. The FY 2027 Budget eliminates positions and funding designated for flood resilience measures activities to implement Federal Flood Risk The FY 2022 enacted appropriation supported the creation of 25 positions to allow FEMA to provide consultation and guidance to other Federal agencies to ensure their implementation procedures for the FFRMS and amendment to Executive Order (EO) 11988 were consistent with National Flood Insurance Program requirements. The decrease eliminates positions and funding for this activity, as directed in EO 14148. The FY 2027 Budget includes a reduction to permanently remove positions that were previously funded but are expected to be vacant by the end of The reduction in positions, FTE, and pay funding supports the Administration's efforts to streamline the Federal workforce through attrition and process improvements. This action encourages FEMA to focus on its core statutory mission of helping people before, during, and after disasters, and to promote national preparedness and resilience.
