What this funds

Transfer 1 - Transfer for APCP from USSS/O&S/MS to MGMT/O&S/OCPO: This transfer represents the cost-sharing portion associated with Section 6405 of the FY 2022 National Defense Authorization Act authorizing the implementation of the Acquisition Professional Career Program (ACPC). The Act places authority for the program with the Under Secretary for Management, who oversees the program within the Office of the Chief Procurement Officer (OCPO). The Department of Homeland Security (DHS) administratively established APCP within OCPO in 2008. Since inception, the program has been centrally managed and funded by OCPO in support of most DHS Components, Directorates, and Offices. Transfer 2 - Transfer for Financial Professionals Program from USSS/O&S/MS to MGMT/O&S/OCFO: This transfer supports the cost of program management for the Financial Professional Program (FPP) in MGMT/OCFO. This is a two-year professional development program that recruits, trains, and retains entry-level analysts to serve in critical financial management positions of accounting and budget across the DHS Components. The DHS OCFO will coordinate bringing the FPP cohort onboard annually and matching them to Components. The cohorts will follow a rigorous training and development plan, also coordinated through DHS OCFO. Transfer 3 - FY 2026 Transfer for Fully Armored Vehicle (FAV) from O&S/PO/PC to O&S/PO/PPF: This transfers all costs associated with the Fully Armored Vehicle (FAV) from Protective Countermeasures to Protection of Persons and Facilities (PPF) PPA. Base funding for this program is in PPF, this transfer correctly aligns additional funding to the correct PPA. Transfer 4 - FY 2026 Transfer for NCFI Positions from O&S/FO/DIFO to O&S/FO/SCFT: This transfer cost is associated with 27 positions from Domestic International Field Office (DIFO) PPA to the Support for Computer Forensics Training (SCFT) PPA. This transfer will properly align personnel assigned to the NCFI to the appropriate PPA. Transfer 5 - FY 2026 Transfer for Overtime Above the Pay Cap from O&S/FO/DIFO to O&S/PO/PPF: This transfers all costs associated with premium pay in excess of the annual limitation contained in section 5547(a) of Title 5, United States Code to the Protection of Persons and Facilities PPA. This transfer will properly align protective overtime expenses to reflect protective activities in the appropriate PPA. Transfer 6 - FY 2026 Transfer for Protective Travel from O&S/FO/DIFO to O&S/PO/PPF: This transfers all costs associated with Protective Travel from O&S Domestic International Field Operations to Protection of Persons and Facilities PPA. This transfer will properly align protective travel expenses to reflect protective activities in the appropriate PPA. Transfer 7 - Realignment for Fuel from DIFO & BIST to PPF: This transfer reverses a FY 2025 Spendplan net-zero realignment of funding for fuel from Domestic and International Field Operations (DIFO) and Basic and In-Service Training and Professional Development (BIST) to Protection of Persons and Facilities (PPF) to support the fuel demand in PPF. Transfer 8 - Realignment for NTAC from MS to PI: This transfer reverses a FY 2025 Spendplan net-zero realignment of funding for NTAC from Mission Support (MS) to Protective Intelligence (PI) to provide recurring support for the NTAC program. Transfer 9 - Realignment for PCS from MS: This transfer reverses a FY 2025 Spendplan net-zero realignment of funding for Permanent Change of Station (PCS) from Mission Support (MS), PPF and BIST to DIFO. This transfer will properly reflect PCS movements of Special Agents to and Transfer 10 - Transfer for FIFA World Cup from O&S/PO/PCNSSE to O&S/PO/PPF: This transfers all costs associated with 2026 FIFA World Cup from Presidential Campaigns and National Special Security Events to the Protection of Persons and Facilities PPA. 2026 FIFA World Cup has not been designated a NSSE.
