Homeland Security discretionary budget authority
From the OMB Public Budget Database — clean, summable, and the figure to cite for an agency total. It is the whole of Homeland Security's discretionary request, not a total of the parsed lines above, and this page never adds the two together.
What this funds
The Mission Support Assets and Infrastructure PPA provides funding for enterprise assets and information technology systems and services that support business administrative services and operations. Included are investments which support enterprise leadership, management and/or business administration services. The account also describes the capabilities and activities that facilitate the day-to-day management functions that enable CBP to operate efficiently and effectively. The PPA is comprised of the following investments/activities: Revenue Modernization: CBP's Revenue Modernization initiative is a multi-year acquisition program intended to create a long-term solution for the improved management of non-cargo related revenue collections at the Nation's ports of entry (POE). When Revenue Modernization is fully implemented, CBP will annually redirect 200,000 hours of CBP Officers (CBPO) time currently spent on collections (equivalent to approximately $20.0 million in pay and benefits) and shift those hours to mission critical duties of border security and trade facilitation. The FY 2027 Budget does not include any funding for this investment. Employee Lifecycle 360 (EL360) Program: CBP's ongoing Information Technology modernization effort includes the EL360 Program. The project will transition from a legacy Human Resources Business Engine platform to a cloud-based platform that leverages today's technologies and cloud cyber security. It will support critical human resources information technology services related to recruiting, hiring, retaining, and supporting the CBP workforce through the full spectrum of employment at CBP. The FY 2027 Budget does not include any funding for this investment. Procurement, Construction, and Improvements Mission Support Assets and Infrastructure - PPA System Application and Products in Data Processing Business Suite 4 High-Performance Analytic Appliance (SAP S/4HANA): System Application and Products (SAP) in Data Processing is an Enterprise Resource Planning (ERP) system that provides an integrated, enterprise-wide information software solution. The SAP in Data Processing program is transitioning from ERP Central Component modules to the Suite 4 High- Performance Analytic Appliance (S/4HANA) platform, a modernization effort essential for maintaining the Department of Homeland Security's (DHS) clean audit standing, as CBP manages approximately one-third of the DHS's annual budget. The modernization efforts of the SAP in Data duties and fees, and securing U.S. borders. Mission Support Assets and Infrastructure End Items: These procurements include funding for multiple technologies and assets for mission support offices within CBP for which individual costs exceed the $250,000 PC&I threshold for end items, or items that have been previously appropriated to PC&I but are not part of the DHS Master Acquisition Oversight List (MAOL). Linked contracts are a floor, not a census. Coverage is bounded by how distinctively a program is named and, for performer links, to RDT&E and Procurement — O&M and military construction publish no performers. Budget figures are FY2027 request dollars; contract figures are obligations. The two measure different things and must never be summed together.
