## What this funds

Transfer 1 - Financial Professionals Program (FPP): This transfer supports the cost of program management for the FPP in the Management Directorate (MGMT) Office of the Chief Financial Officer (OCFO). The FPP is a two-year professional development program that recruits, trains, and retains entry-level analysts to serve in critical financial management positions of accounting and budget across the DHS Components. The DHS OCFO will coordinate bringing the FPP cohort onboard annually and matching them to Components. The cohorts will follow a rigorous training and Transfer 2 - Transfer for Acquisition Professional Career Program (APCP): Transfers the costs associated with the APCP to the MGMT, Office of the Chief Procurement Officer, which ensures the Department's continuity of succession for the contracting career field and Office of Personnel Management designated Mission Critical Occupations. This transfer ensures investments in the recruiting, training, development and coaching, and the retention of DHS acquisition workforce are sustained, while reducing administrative costs and risks associated with the program participants. Effective management of the APCP is essential to meet existing staffing demands for the contracting workforce across the Department. Transfer 3 -Transfer for Derived PIV Credential: Transfers cost to the MGMT Office of the Chief Security Officer Enterprise Security Services Division to support Derived Personal Identify Verification (PIV) Credential Services, which are required for DHS-issued mobile devices and provide data security. This transfer will reduce administrative workloads, leverage economies of scale, and ensure procurement lead times are met. Transfer 4 - Realignment of Screener Operating Costs: This transfer supports the cost of the National Deployment Office travel requirements.
