What this funds
Funds major shore facility infrastructure and housing construction, replacement, upgrade, and improvement projects; construction and improvements to buoys and structures assisting navigation on Federal waterways; and survey and design required for future year facility infrastructure projects. Shore facility infrastructure includes recapitalization, modification, upgrade, real property and land acquisition, and new construction associated with program management for shore facilities. The FY 2027 Budget funds: Description: This project provides for the planning, design and construction of ASC homeports. The USCG expects delivery of the first ASC in FY 2028 and requires appropriate infrastructure to homeport these national strategic assets. Justification: FY 2027 funding is for the initial planning, design, site selection, and construction for new infrastructure and/or necessary improvements to establish a dedicated, modern, and fully-equipped homeport to conduct maintenance and logistical support for the USCG's ASC Shore Facilities and Aids to Navigation (AtoN) PPA Shore Infrastructure Description: This project supports infrastructure construction and improvements associated with relocation of District Northeast in Boston, Justification: FY 2027 funding is for infrastructure build-out, to include command center construction costs, plumbing, electrical, and office space improvements as well as other essential services to ensure mission capability is maintained during relocation. Project #3: Engineering Studies and Program Support ($10.0M) Description: This project provides for the detailed engineering, environmental, and land-use studies for future major shore projects and program support activities needed to recapitalize or build new shore infrastructure. Justification: FY 2027 funding is for informed, detailed cost estimates to effectively address the $7B shore infrastructure backlog through standard budgeting processes or less routine mechanisms such as disaster supplementals and special appropriations, enabling strategic buy down of the backlog and improvement of long-term mission readiness. Project #4: Recapitalize Fixed Aids to Navigation (AtoN) - Various Locations ($5.0M) Description: This project completes fixed Aids to Navigation (AtoN) recapitalization. Planned investments will address degraded aids to navigation impacted by storms, allisions, and environmental factors. Shore Facilities and Aids to Navigation (AtoN) PPA Shore Infrastructure Justification: FY 2027 funding will prioritize projects in the most critical waterways, focusing on fixed aids that have exceeded their expected service life to ensure safe and reliable maritime navigation.
