23.1 Rental Payments to GSA (Dollars in Thousands) U.S. Immigration and Customs Enforcement Student and Exchange Visitor Program Contract Support: SEVP contracts enable strategic development as the program expands and supports mitigating program vulnerabilities related to data entry, IT system performance, and noncitizen status monitoring. Counter Threat Lead Development Unit (CTLD) Contracts: CTLD contracts inform management, supply manpower to perform mission critical functions, and provide technical expertise to support CTLD's mission of noncitizen enforcement. Contract-provided services include alien status and location data, lead processing, and big-data, open-source, and statistical analysis. Government Services: This program element and funding include nine Interagency Agreements, which cover personnel supporting SEVP within DHS, the Department of State, and the General Services Administration. Student and Exchange Visitor Information System (SEVIS) Operations and Maintenance (O&M): SEVIS O&M is identified as the core system that has many supporting parts and sub-systems.The SEVIS Adaptive Maintenance for SEVIS O&M outlines the modification of software to keep SEVIS usable after a change to its operating environment. SEVIS maintains and allows monitoring of SEVP-certified schools, exchange visitor program sponsors, and nonimmigrant students. SEVIS enables SEVP to assure proper reporting and record keeping by schools and exchange visitor programs, thereby ensuring data currency and integrity. SEVIS also provides a mechanism for student and exchange visitor status violators to be identified so that appropriate enforcement is taken (i.e., denial of admission, denial of benefits or removal from the United States). Other Costs: Other costs include supplies, fuel, and other ancillary expenses.
