The FY2027 President's Budget requests — for Targeted Violence and Terrorism Prevention Grants, within Homeland Security's Federal Assistance account.
FY2025–FY2026
| Fiscal year | Basis | Amount |
|---|---|---|
| FY2025 | enacted | $18.0M |
| FY2026 | CR annualized | $18.0M |
The prior-year column is a CR annualized figure — the rate a continuing resolution funds at, not an enacted appropriation. The two are different numbers and are not interchangeable. Bases are separate columns and are never summed into one figure.
Homeland Security discretionary budget authority
From the OMB Public Budget Database — clean, summable, and the figure to cite for an agency total. It is the whole of Homeland Security's discretionary request, not a total of the parsed lines above, and this page never adds the two together.
What this funds
The TVTP Grant Program supports activities that prevent the recruitment or radicalization of individuals to violence by interrupting those efforts, building community-level resilience, and identifying the early signs of radicalization to violence and providing appropriate interventions through civic and public health organizations, law enforcement, or other entities. Funding is transferred from OSEM to FEMA for grant distribution. Recent TVTP Grant Program work prioritizes implementing local prevention frameworks and exploring innovative approaches, to include preventing domestic violent extremism, enhancing local threat assessment and management capabilities, implementing innovative solutions for preventing targeted violence and terrorism, and challenging online violence mobilization narratives. TVTP Grant Program funding is paired with funding in the Science & Technology Directorate for evaluating the efficacy of the various approaches. No funding is requested in FY 2027.

Contracts funded by this line
1 linked contract. These are obligations — lifetime awarded money — and they are not comparable to the request above and are never added to it. No total is shown: an award linked to several lines is counted in full on each, so the sum would not be a fact.

Linked contracts are a floor, not a census. Coverage is bounded by how distinctively a program is named and, for performer links, to RDT&E and Procurement — O&M and military construction publish no performers. Budget figures are FY2027 request dollars; contract figures are obligations. The two measure different things and must never be summed together.
