Explanation of Non Pay Cost Drivers Border Patrol Facilities: This cost driver includes funding for Border Patrol facilities, covering expenses such as rent; furniture, fixtures, and equipment; maintenance; environmental and energy management; portfolio planning; and tenant improvements. Border Patrol Operations: This cost driver includes funding for the continued operations of USBP facilities and support infrastructure and includes the following activities: the payment of utility expenses; building operations contracts; preventive maintenance; repairs; building system replacements; minor construction, alterations, and improvements to meet operational needs at owned and leased facilities; fit out of facilities; environmental compliance and remediation activities; portfolio planning; and facilities assessments. This cost driver provides enterprise directorate to the Program Management Office Directorate (PMOD) Executive Office and five Capability-Based Portfolios. These enterprise directorate expertise capabilities perform demand management, resource forecasting, and develop process and tool standards to ensure effective operations across the Directorate and to enhance organizational effectiveness and efficiency in support of over thirty (30) operational DHS Acquisition Level 1 through 3 programs. This includes multiple program management tools (Integrated Logistics Support System, Portfolio and Project Management Tool, MAX.gov) to support the USBP mission that facilitates the integration of data, technology, and infrastructures through the acquisition of services and equipment to ensure delivery of infrastructure and technology to the field and increase agility and flexibility to support transitioning Infrastructure: This non pay cost driver provides USBP with long-term planning, acquisition, real estate and environmental clearances, construction, and maintenance/repair capabilities for tactical infrastructure (TI) along the United States border, which consists of new and legacy removal, and tunnel remediation. USBP's facilities portfolio is 6.5 million square feet and includes 134 Border Patrol Stations and Substations, 20 Sector Headquarters, 15 Forward Operating Bases, 38 Permanent and Interim Checkpoints, and additional support facilities and infrastructure that includes vehicle maintenance facilities, training buildings, and kennels. These locations are often in remote and extreme weather conditions and support the continuous operations of the USBP, including staging and deploying agents, while supporting tactical and search-and-rescue teams; command, control, and communications activity; detention and processing; intelligence units; canine and horse operations, fleet maintenance and storage; and administrative training and law enforcement coordination. Integrated Surveillance Towers (IST): This non-pay cost driver includes the maintenance and operations of all fixed and relocatable towers that provide persistent surveillance using electro-optical (EO) and infrared (IR) video cameras or radars to enable improved situational awareness, increased agent safety, and rapid response with the detection, identification, classification and tracking of an Item of Interest (IoI) or multiple IoIs in C3 Systems: This non-pay cost driver includes the operations and sustainment of USBP systems that provide shared situational awareness among BPES, TAK, and Tactical Communications (TACCOM). Mobile Assets Program: This cost driver supports the acquisition, maintenance, and disposal costs of vehicles for USBP. CBP maintains a diverse and agile fleet tailored toward mission operational-specific requirements. These vehicles are configured and deployed to support detection, interdiction, and enforcement activities at and between the POEs throughout the U.S and U.S. territories. CBP anticipates no change in FY 2027.
