What this funds

The 2027 President's Budget proposes the following general provisions:  Eminent Domain Restrictions: This provision makes permanent provisions prohibiting HUD from guaranteeing mortgages or mortgage-backed securities that refinance or otherwise replace mortgages that have been subject to eminent domain. (Sec. 214) The 2027 President's Budget includes the appropriations language listed below. New commitments to guarantee loans insured under the General and Special Risk Insurance Funds, remain available until September 30, 2028: Provided, That during fiscal year 2027, gross obligations governmental entities in connection with the sale of single family real properties owned by the Secretary and formerly insured under such Act.
