Inspections/Internal Affairs (+$1,000) -This mandatory program is crucial to investigate misconduct of officers, which ensures an effective and trusted law enforcement force. Additional resources will help to process and complete investigations. The FY 2027 budget proposes to move all MMU operational funding currently in the Law Enforcement Special Initiatives program, $11,050,000 and 26 FTE, into the Criminal Investigations and Police Services budget line to enhance program management and accountability of these funds. This transfer will consolidate all of IA's MMU operational funding under a single budget line. Funding for MMU training at the Advanced Training Center represents a different purpose and will remain under Law Enforcement Special Initiatives. Operational Capacity (-1,993,000) - This program will continue to support special initiatives including MMU training, the Victim/Witness Assistance Program, and the Land Mobile Radio Indian Police Academy (-$499,000 / -3 FTE) - The Indian Police Academy will continue to support training for officers in Indian Country. Law Enforcement Program Management (+$4,000) - This funding supports the Office of Justice Services' national leadership team and support services to manage the activity effectively for Tribes. Facilities Operations and Maintenance (+$3,000) - The program will provide the services and products required to keep law enforcement facilities, such as detention centers, open. Tribal Courts (TPA) (-1,979,000) -To support safe Indian communities, this funding will support Tribal courts primarily through Pub.L. 93-638 contracts and self-governance compacts. This funding will support courts throughout Indian Country to process caseloads and address filings of criminal cases, tort claims, Tribal probate claims, and family law issues. Fire Protection (TPA) (+$1,000) - Funding will support the program by covering expenses which may include Tribal fire staff, training volunteer firefighters, repairing existing firefighting equipment, and purchasing additional equipment. Funding will also be used to purchase smoke detectors, fire extinguishers, and emergency lights to ensure the fire safety of Tribal buildings. Community & Economic Development overview and program description Subactivity - Job Placement and Training (TPA) The Job Placement and Training (TPA) (JP&T) program is designed to assist individuals in securing jobs assistance, food stamps, and welfare. The JP&T funding aims to assist eligible applicants in obtaining job skills and in finding and retaining a job, thereby leading to self-sufficiency. The funding provides vocational training and employment assistance to individuals to improve job skills and provide increased employment. This includes client assessments, career counseling, planning, costs for travel, training Participating Tribes are encouraged to provide services directly to their members by either entering into a Pub.L. 93-638 contract with the BIA or a compact with the Office of Self-Governance. Tribes may also consolidate JP&T funds in accordance with the provisions of the 477 program. Pub.L. 102-477 as amended, is a self-determination statute that allows Tribes greater control over the delivery of workforce development services. These laws permit federally recognized Tribes to consolidate Federal programs within the BIA and BIE, the Department of Labor, Department of Education, Department of Health and Human Services, Department of Agriculture, Department of Commerce, Department of Energy, Department of Homeland Security, Department of Housing and Urban Development, Department of Transportation, Department of Veterans Affairs, and Department of Justice. The 477 program allows participating Tribes to save administrative time and expense by consolidating funding streams and reporting requirements, thus affording more support for job placements and case management activities. The grant money that BIA contributes to the 477 program includes Job Placement The Economic Development (TPA) subactivity consists of Tribal base economic development funding. The funding assists Tribes in developing programs to build business and commercial capacity for individual Tribal members, as well as opportunities to enhance reservation economies. This funding also facilitates technical assistance for Tribes and individual Indians on accessing Federal and non-Federal resources that support entrepreneurship, capacity-building, access to capital, and business development. The Office of Indian Economic Development (OIED) Central Office staff provide management and oversight for all of the DOI's Indian economic development programs and coordinates intergovernmental collaboration. It is responsible for the day-to-day management of its wide range of projects, creation of new initiatives and monitoring methods, addressing economic development issues as they arise, conducting internal control reviews, and other operational matters.
