Emergency Price Relief for American Families and Defeating the Cost-of-Living Crisis, and E.O. 14154 - Unleashing American Energy, including priority activities such as increasing the availability of affordable housing, making more lands available for energy production and issuing Rights-of-Way (ROW) for oil and gas activities and energy transmission. This program is responsible for authorizing and maintaining ROW authorizations needed for oil, gas, and mineral development among other uses such as electric transmission lines, power generation facilities, and data centers to advance artificial intelligence. Many of these ROWs include long-term uses which require BLM staff assistance and additional approvals for certain operations and maintenance activities. These ROW can also be renewed for longer terms if use is still needed by the applicant. Funding will assist BLM with creating process efficiencies, reducing processing times and eliminating workload backlogs. At this funding level, the program will enhance tracking and reporting capabilities within BLM's land records systems, improving accountability and helping identify process bottlenecks. This work will further implement S.O. 3419 by identifying opportunities to make additional BLM lands available for construction of affordable housing. The Cadastral, Lands and Realty Management subactivity is foundational to the BLM's entire land and resource management portfolio of approximately 245 million surface acres and 700 million subsurface acres of land. This critical work includes a wide range of activities inherited in 1946 from the General Land Office and subsequently expanded upon by FLPMA in 1976. Cadastral surveyors and realty specialists are involved in virtually every aspect of BLM's mission. This includes activities related to cadastral survey, land tenure, ROWs, and energy corridor programs as well as managing the land records and data systems that help administer these programs. It also includes enforcement, and many other activities. It is crucial that BLM has a strong team of experienced and well- trained professionals to meet the agency's vast multiple use and sustained yield mission. Chapter III - Management of Lands and Page - III - 76 Bureau of Land Management 2027 Budget Justification The BLM Cadastral Survey Program is a core Federal function and a cornerstone of lawful land management in the United States. By establishing and maintaining authoritative land boundaries and land records, the program provides the legal certainty that underpins property rights, Federal jurisdiction, and the responsible administration of public lands. Few Federal programs have a more direct or enduring impact on landowners, Tribes, States, local governments, and the Nation's economic and resource The BLM conducts official Federal Authority Surveys that are the foundation for all land title records in Trust and Tribal land managers, and their adjoining non-Federal landowners, with information necessary for land management. Several statutes and delegations vest authority in the BLM to provide cadastral services for itself and the other Federal land management agencies, including the National Park Service, the U.S. Fish and Wildlife Service, the Bureau of Reclamation, the U.S. Forest Service, and other Federal and Tribal entities. The BLM uses the Standards for Boundary Evidence to analyze the condition of parcel boundaries and summarizes associated risks to inform decision makers before management activities occur. This information is also used to prioritize official cadastral survey resources. The Cadastral Survey Program also enables timely and defensible decisions across the Federal land The BLM is the official keeper of land title records for the Federal Government. Records of each land use authorization, exchange, acquisition, or conveyance are stored and tracked for effective land management. Title records and use authorizations are compiled into official land status records, the Tract Books, Master Title Plats, and Historical Indexes. Accurate land status records help minimize destruction or damage to land and resources by unauthorized uses. These responsibilities as well as the other resource programs within the BLM create a substantial amount of useful geospatial information. The BLM provides a centralized location on BLM's website at the following link (Land Records | Bureau of Land Management (blm.gov)) that allows the public to discover and access BLM's public geospatial data from project, State, and national levels. BLM also coordinates Federal cadastral survey and land status data standards and geospatial information publication through the Federal Geographic Data Committee, which The BLM Public Land Survey System Dataset is the base layer for GIS information maintained across BLM. Companies, non-profit organizations, and State and local governments use the Public Land Survey System Dataset to map land title and use information at the parcel level. The BLM uses these records to process ROWs, manage land and resources, and for land tenure adjustments, such as clarifying boundaries and formalizing easements. Accurate land boundaries and survey records play an essential role in the cost-effective management of land and resources by providing certainty of location and title. In addition, BLM manages the Surface Management Area (SMA) Dataset. The SMA depicts Federal surface for the United States and classifies it by Federal managing agency. Current efforts focus on standardizing the BLM SMA by coordinating with BLM offices, other The BLM administers roughly 120,000 active Rights-of-Way (ROW) grants that enable the infrastructure systems critical to the country's economy, security, and daily life. Under FLPMA, ROWs are issued for a variety of uses, including electrical power generation, transmission and distribution systems, broadband and communications facilities, highways, railroads, pipelines (other than oil and gas pipelines), and other facilities or systems which are in the public interest. Under the Mineral Leasing Act, ROWs are issued for oil and natural gas gathering and distribution pipelines and related facilities not included in the mineral lease and for oil and natural gas transmission pipelines and related facilities. The BLM is prioritizing ROW actions and cadastral services that support and advance the Administration's energy and broadband goals, promote economic development, provide for assessment and recovery of undiscovered or lost revenues, assist in national security, and promote public health and safety. The Bureau is responding to developmental pressures on the electric grid throughout the West by updating transmission corridors to support the Administration's efforts to develop energy and provide the transmission infrastructure to move energy from the point of generation to areas it is needed.
