Recreation Infrastructure, Access Improvements, and Permitting Modernization (-$25,640,000 / -61 FTE) - The FY 2027 budget will support implementation of S.O. 3435 - Implementation of the Expanding Public Lands Outdoor Recreation Experiences Act, which operationalizes the Expanding that enhance public access to outdoor recreation. This will advance the Bureau's unique stewardship responsibility to showcase the beauty and grandeur of America's public lands while delivering greater access to world-class recreational experiences. It also supports delivery on three of the five Key Implementation Areas outlined in S.O. 3435 - Implementation of the Expanding Public Lands Outdoor Recreation Experiences Act: 1) Sec. 5.b. Outdoor Recreation and Infrastructure (Title I) - up to $500,000 to initiate and complete resource inventories, including recreational access inventories of roads and trails for adoption into the Bureau's authorized route portfolio. This funding will also support planning and construction of motorized, mountain biking, hiking, and horse trails, as well as other implementation actions such as climbing guidance, filming permits, and broadband connectivity. 2) Sec. 5.c. Access Improvements (Title II) - up to $500,000 to design, construct, or improve accessibility at BLM recreation sites. This includes enhancements for people with disabilities, support for military and veterans' outdoor recreation programs, initiatives to promote youth access to public lands, and efforts to leverage volunteer engagement. 3) Sec. 5.d. Recreation Permitting Modernization (Title III) - up to $160,000 to implement changes to special recreation permitting required by the EXPLORE Act. This includes modernization of the BLM's RAPTOR permitting system, adaptation of permit types and fee payments, and the addition of multijurisdictional trip authorizations that include other federal agencies. The BLM makes it a priority to provide access to the outdoors and to offer exceptional outdoor recreation opportunities on public lands. The Recreation Resources Management subactivity includes a wide range of activities such as recreation planning, access, visitor safety, scenic resources, travel and transportation maintenance. Through these activities, the BLM strengthens relationships with States, local governments, Chapter III - Management of Lands and Page - III - 61 Bureau of Land Management 2027 Budget Justification and Tribal Nations and neighboring communities, supports the creation of recreation-related jobs, and Public lands managed by the BLM provide one-of-a-kind recreational experiences that invite all to share in the enjoyment and stewardship of their public lands and waters. These lands are located near urban centers and local communities, attracting over 80 million visitors annually. The BLM currently provides a wide range of developed and dispersed recreation opportunities that are accessible to the public at low or no cost. These include over 3,400 developed recreation sites and areas, including over 300 sites that take online payments or reservations through Recreation.gov, greatly improving ease of public access. The BLM also administers more than 5,000 permits for commercial, competitive, and organized group activities and provides the public with more than 100,000 miles of roads, primitive roads, and trails for motorized and non-motorized activities.
