What this funds

The Montana Water Rights Protection Act included in the Consolidated Appropriations Act, 2021 (Pub.L. 116-260) settles water rights claims of the Confederated Salish and Kootenai Tribes of the Flathead Indian Reservation. The Act establishes the Selis-Qlispe Ksanka Settlement Trust Fund (Fund) and authorizes appropriations to rehabilitate and modernize the existing Flathead Indian Irrigation Project, among other things. The Confederated Salish and Kootenai Tribes (CSKT) settlement authorizes $1.0 billion in discretionary appropriations and $900 million in mandatory appropriations to be deposited into the Fund. Final discretionary amounts to satisfy settlement must be appropriated by FY 2030 to meet the terms of the settlements. The Act authorizes mandatory payments be funded at $90 million per year for 10 years, FY 2021-2030.
