Activity: Wildlife Habitat Management and Aquatic Resources ($000) Programs under the Wildlife Habitat Management and Aquatic Resources Activity implement statutory authorities for the management of fish and wildlife; water resources; and upland and riparian systems. These efforts support balanced and diverse uses of our public lands including the Nation's need for domestic sources of minerals, food, timber, and fiber; fish and wildlife habitat; recreation; and the long-term needs of future Bureau of Land Management 2027 Budget Justification generations. The BLM's wildlife and aquatic resources are diverse and span a large part of western landscapes, including major portions of American deserts, tundra, and sagebrush biomes. The BLM is responsible for managing 30 million acres of prairies, 65 million acres of sagebrush, and nearly 30 million acres of forest and woodland habitats. This diverse land base includes over 132,000 miles of fishable streams and rivers, over 3 million acres of lakes and reservoirs Program staff collaborate with Federal, State, Tribal, and local governments, and non-governmental partners to implement actions that benefit species and habitats, ensure clean and reliable water, support permitted uses of public lands, and promote outdoor activities like hunting, fishing, and wildlife viewing. This includes actions to inform and streamline NEPA and Endangered Species Act (ESA) consultations, the control and eradication of invasive species, coordinating with State governments in the administration of water rights, monitoring the health of fish and wildlife and their habitats, and restoring damaged or degraded habitat in support of the BLM's multiple use and sustained yield mission. Chapter III - Management of Lands and Page - III - 52 Bureau of Land Management 2027 Budget Justifications Activity: Wildlife Habitat Management and Aquatic Program is aligned with and focused on streamlining environmental reviews and permitting activities in support of Administration priorities to unleash American energy (S.O. 3418 - Unleashing American Energy), increase timber harvest (E.O. 14225 - Immediate Expansion of American Timber Production), and reduce the economic burden on the American public (S.O. 3419 - Delivering Emergency Price Relief for American Families and Defeating the Cost-of-Living Crisis), while avoiding or minimizing impacts to fish and wildlife and their habitats (S.O. 3356 - Hunting, Fishing, Recreational Shooting, and Wildlife Conservation Opportunities and Coordination with States, Tribes, and Territories), engaging in voluntary collaborative conservation to recover America's fish and wildlife populations and improve water quality and availability (E.O. 14313 - Establishing the President's Make America Beautiful Again Commission), and using publicly available data to inform decisions (E.O. 14303 - Restoring Gold Standard Science). The FY 2027 budget for the Aquatic Resources Program is aligned with and focused on streamlining environmental reviews and permitting activities in support of Administration priorities and meeting requirements outlined in statutory authorities and BLM Resource Management Plans (RMPs). The BLM's Aquatic Resources Program implements statutory authorities to support riparian and aquatic habitats, and water resources for a combination of balanced and diverse uses including the country's need for domestic sources of minerals, food, timber, and fiber; fish and wildlife habitat; recreation; and the long-term needs of future generations. Program staff collaborate with Federal, State, Tribal, and local governments, and non-governmental partners to conduct efficient environmental reviews and permitting actions on public lands; to avoid, minimize, or rectify impacts from permitted uses; to ensure water of suitable quality and quantity is available for beneficial uses; to improve habitat for fish and wildlife; and Chapter III - Management of Lands and Page - III - 53 Bureau of Land Management 2027 Budget Justifications In 2027 the BLM will coordinate with Federal, State, Tribal, and local governments, and non- governmental partners to standardize resource data, tools, and analyses to efficiently and effectively implement the BLM's multiple use and sustained yield mission; support activities that provide essential benefits for people and nature such as water supplies free of invasive species; habitat improvements to reduce wildfire, flood, and drought risk; and recreational and subsistence fishing opportunities on public lands. This includes continued implementation of the following Secretary's Orders: S.O. 3347 - Conservation Stewardship and Outdoor Recreation; S.O. 3356 - Hunting, Fishing, Recreational Shooting, and Wildlife Conservation Opportunities and Coordination with States, Tribes, and Territories; and S.O. 3366 - Increasing Recreational Opportunities on Lands and Waters Managed by the U.S. Department of the Interior. The following activities will be pursued in compliance with statutory Resource Improvements: Where riparian habitats, aquatic habitats, and water resources have been degraded and no longer provide economic, health, and natural resources benefits to local communities, the Program will work to improve resource conditions. In 2027, the BLM will apply treatments to 766 acres of lakeshore and 36 miles of stream and riparian areas; undertake 85 lake, stream, and riparian construction projects; and undertake 27 management actions for addressing non-Endangered Species Act Water Availability: The BLM will work to ensure water quality complies with State water quality standards, control or minimize non-point sources of pollution, monitor streamflow and groundwater levels, and coordinate and cooperate with State governments in the administration of water rights. In 2027, the BLM will process water right actions, implement a target salinity control project, and monitor Decision Support: The BLM will inventory, assess, and monitor water resources, riparian areas, and aquatic habitats to assess water availability and habitat condition in support of land use decisions including energy, timber, and critical mineral devel
