What this funds

Under the proposed realignment, Educational Policy and Development (EPD) will be renamed to Education and Training (ET), and $17,921,000 and 68 FTE will shift from EPD to ET. The functions and resources for the Educational Field and Small Mine Services, previously under EPD, will migrate to the Technical Support program. $3,361,000 and 12 FTE from the Assessments Technical Compliance Investigations Division and Accountability Division will migrate to the new ET program. The consolidation characterizes the representative structure of all other DOL agencies and aligns with DOL organizational structure. Consolidation of these programs will result in greater efficiency, improved quality, and a more effective central point for services as it supports the organizational capabilities as structured in all other DOL agencies. This proposed realignment realigns mandated functions under a reduced structure and eliminates MSHA's ET program will manage and operate the National Mine Health and Safety Academy located in Beckley, West Virginia. The Academy provides safety and health training to MSHA mine inspectors and other MSHA technical and administrative staff as well as government, The ET program will ensure enforcement policies are effectively implemented by MSHA district and field enforcement staff. The functions of the Accountability Division include: evaluating the applicability of MSHA enforcement policies, procedures and guidance for consistency, and the effectiveness of certain mission-critical enforcement activities. Oversight will be provided by conducting annual accountability audit reviews of each enforcement district. ET will have oversight of MSHA's Special Investigations Program, which investigates complaints of discrimination filed by miners and possible knowing/willful violations of the Mine Act or safety and health standards and regulations. These investigations protect miners who report safety or health hazards to mine operators, file an MSHA hazard complaint, assist an MSHA inspector, or testify in an MSHA proceeding. They also ensure that mine management (agents of mine operators) is held personally responsible for serious safety and health violations
