What this funds

The Regulatory and Data Analysis (RDA) Program is a new program, which merges $3,595,000 and 15 FTE from the Standards Development program and $3,031,000 and 13 FTE from the Program Evaluation and Information Resources (PEIR) program. PEIR functions that will be realigned include program evaluations, data processes, reporting, and analytics. The Mine Emergency Operations personnel and contract resources previously in PEIR will move to the Technical Support program. Consolidation of these programs will result in greater efficiency, improved quality, and a more effective central point for services as it supports the organizational The RDA program will develop safety and health standards and regulations for the mining industry that protect the safety and health of miners. These standards and regulations, developed in coordination with the Office of the Solicitor, Division Mine Safety and Health (SOL, MSH) and other MSHA program offices, establish enforcement requirements for compliance in accordance with the Federal Mine Safety and Health Act of 1977 (Mine Act), as amended by the Mine Improvement and New Emergency Response Act of 2006 (MINER Act). RDA coordinates all rulemaking activities with the DOL Office of the Assistant Secretary for Policy, SBA Chief Counsel for Advocacy and with OMB. In addition to being responsible for all aspects of rulemaking, RDA will manage the procedures for filing of petitions for modification or variances (through which a mine operator or a representative of miners can petition to modify the application of any mandatory safety standard), MSHA's Freedom of Information Act (FOIA) program, and information collection activities under the Paperwork Reduction Act of 1995. RDA coordinates these activities with all MSHA programs and SOL, MSH. Among other responsibilities, RDA will serve as a liaison between MSHA and the Office of the Inspector General (OIG) and the Government Accountability Office (GAO).
