## What this funds

These accounts provide necessary resources to support Federal-aid Highways Program activities, Highway Infrastructure Program activities, Emergency Relief activities, and maintain the agency's administrative and oversight functions. Funding will aid in the development, operations, and management of a transportation system that is safe, reliable, and grows the economy. 1/ All fiscal years include FHWA General Operating Expenses (GOE) and transfers to the Appalachian Regional Commission (ARC) for administrative activities associated with the Appalachian Development Highway System. All fiscal years do not include amounts for other non-administrative programs for the Emergency Relief Program. In FY 2027, the exempt contract authority split is to be determined. 3/ FY 2025 reflects sequestration of 5.7 percent of contract authority exempt from obligation limitation per Sequestration Order dated March 11, 2024. Federal-aid Highway Program and Highway Infrastructure Programs What is the request and what funds are currently spent on the program? The FY 2027 budget requests $64.7 billion for the Federal-aid Highway Program (FAHP). The in FY 2025 and FY 2026, respectively, through the Highway Trust Fund. The FY 2027 budget requests $1.5 billion for Highway Infrastructure Programs (HIP) from the General Fund. In FY 2025, $340.5 million was appropriated from the General Fund for HIP. In unobligated IIJA HIP funding was repurposed for other HIP activities. Additionally, the IIJA authorized $9.5 billion in advance appropriations in both FY 2025 and FY 2026 for HIP.
