Section IV: Research, Development, and Technology Exhibits The Pipeline and Hazardous Materials Safety Administration (PHMSA) is requesting $349.8 million for Fiscal Year (FY) 2027 to advance the safe transportation of energy products and other goods--many of which contain hazardous materials--that support daily life and commerce. PHMSA remains committed to enabling the safe movement of products, supporting American energy, and conducting research that drives safety and innovation. In FY 2027, PHMSA will promote safety and support economic activity through the following ' Modernizing Safety Standards: Updating or removing regulations that offer limited safety benefit and place unnecessary burdens on businesses. ' Advancing Liquified Natural Gas (LNG) Safety: Operating the National Center of Excellence for LNG Safety, developing practical safety solutions, and fostering collaboration ' Enhancing Oversight: Conducting smarter, risk-based inspections and applying enforcement actions fairly, transparently, and in context with the operating environment. ' Focus on safety while saving on support costs: Maintain inspection and safety staff and investments, realizing $15 million in savings by consolidating certain offices, and repurposing savings to investment in Research and Development and safety technology. This FY 2027 request is data-driven and closely aligned with measurable safety outcomes. PHMSA uses rigorous performance tracking systems to monitor pipeline and hazardous materials transportation incidents. For pipeline safety, the agency collects detailed incident reports--including location and cause--from all operators and maintains the National Pipeline Mapping System to show infrastructure locations. PHMSA continues to promote the adoption of Safety Management Systems among pipeline operators to better assess, manage, and mitigate risks associated with complex operations. The results fully support PHMSA's approach to safety, with steadily declining pipeline accidents and incidents over time as shown below:
