Regular Appropriations, Collections, and DoW Transfers The following table captures advance and annual appropriations without any supplemental appropriations. It reflects rescissions, 2025 transfers to VHA and transfers from the Department of War (DoW), War Health Program, account 097-0130. The transfers from Medical Care to the DoW-VA Health Care Sharing Incentive Fund and Joint DoW-VA Medical Facility Demonstration Fund are not included in these tables. The only collections included are from the Medical Care Collections Fund (MCCF). Lastly, the Recurring Expense Transformational Funds balance is included, but technically is not an appropriation and is not scored as budget authority.
