## Summary

This activity requests $19.4M in FY2027, 9.2% of project 2228, up 689% on FY2026. The R-2A exhibit describes it across FY2026–FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** - Building upon our FY 2026 foundation, expand the utilization of high fidelity simulation environments and integrated threat system models to evaluate the performance of current and emerging threats against a broader spectrum of potential technologies considered for maturation. - As part of the Transit Protection Program (TPP), begin maturing, adapting, and integrating the Vessel Active Protection System - In Transit (VAPS-IT) by leveraging proven Army protection technologies for maritime application - Begin the development of the Counter-unmanned Integrated Radar for high Clutter Environments (CIRCLE), a stand-alone radar system designed to detect unmanned systems by using advanced radar detection and tracking algorithms - Begin the development of Swarm Interdiction using Floating Threads (SIFT) - Cannon (SIFT-C), a novel hard-kill C-UAS/C-Swarm approach that works by slowing or stopping the UAS propulsion mechanism - Begin the development of novel optical detection methods for Enhanced Counter Unmanned Systems Detection (SABLEYE) - Begin the development of the Non-lethal Underwater Effector for Counter-Swarm (NUE-CS), an effector that can be used repeatedly by an intercepting Navy dolphin or sea lion to disable swarms of underwater intruders - Begin the demonstration, validation, and extension of the Autonomous Distributed Acoustic Sensing (DAS) System for Maritime Target Processing to capture the signals generated by UUVs and divers in maritime environments - Begin the procurement and installation of a section of the Deep Guard Integrated Response (DGIR) net system for test and developmental use, offering a non-lethal, passive response to underwater intrusions

**FY2026 to FY2027 change.** The requested $16.934 million increase from FY 2026 to FY 2027 is required to initiate a portfolio of new technology development programs aimed at countering emerging threats. This funding will launch critical efforts in advanced vehicle protection, counter-UAS systems, and underwater surveillance. Key initiatives include the development of the VAPS-IT active protection system, the CIRCLE counter-drone radar, the SIFT-C hard-kill effector, and the NUE-CS non-lethal counter-swarm system, among others.

## Before the request year

**FY2026 plans — current year.** In FY 2026 we will begin utilizing a high fidelity simulation environment and integrated threat system models to evaluate the performance of current and future threats against potential technologies considered for maturation. This information will help maximize return on investment for technology development.

## Funding

| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 0.0 |
| FY2026 | Enacted | 2.5 |
| FY2027 | Request | 19.4 |

> Prior, current and budget year only — an R-2A activity carries no five-year plan. It sums exactly into its project in the request year and not necessarily in any other.
