## Summary

This activity requests $19.4M in FY2027, 17% of project 2270, up 158% on FY2026. The R-2A exhibit describes it across FY2026–FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** - Optimize core infrastructure to enhance data discovery, access, and utilization capabilities, enabling seamless connectivity to various systems, applications, and authoritative data sources across the tactical edge. -Broaden data and information access by establishing connections to disparate authoritative data sources across all Marine Corps enterprise data ecosystem, warfighting domains, including Joint Systems and Mission Partner Environments, guided by operational capability use cases supporting CJADC2. -Initiate the integration of Retrieval-Augmented Generation (RAG) and Large Language Model (LLM) technologies by developing the infrastructure setup, model evaluation, and initial RAG system prototyping to integrate with the tactical data orchestration layer and chat services. - Advance the Development, Security, and Operations (DevSecOps) environment to accelerate and optimize the development, security integration, and delivery of TSOA software capabilities while incorporating zero trust principles throughout the software development lifecycle. - Strengthen federation and data correlation services to enhance Common Operating Picture/Common Tactical Picture (COP/CTP) capabilities and visualization tools across the MAGTF, enabling superior situational awareness and decision-making at all echelons. - Expand cloud data access capabilities to support the development of advanced Machine Learning (ML) models and cognitive assistants through comprehensive data science methodologies, including predictive analytics, statistical modeling, and intelligent data processing pipelines, establishing the foundation for AI-enabled tactical decision support systems that transform raw operational data into actionable intelligence for warfighters.

**FY2026 to FY2027 change.** The increase from FY 26 to FY 27 is intended to initiate development efforts focuses on incorporating Retrieval-Augmented Generation (RAG) and Large Language Model (LLM) technologies into TSOA. These technologies empower users the ability to access, synthesize vast amounts of data into information to enhance situational awareness and accelerating mission understanding in complex tactical and strategic environments.

## Before the request year

**FY2026 plans — current year.** - Continued enhancing Development, Security, and Operations (DevSecOps) environment to optimize the development and delivery of Tactical Service-oriented Architecture software (TSOA). - Continued improving federation and data correlation services to strengthen COP/CTP across the MAGTF. - Continued enabling access to cloud data to support the development of future Machine Learning (ML) models and cognitive assistants. - Continued aligning TSOA capabilities to integrate AI/ML within the JADC2. - Expanded access to data and information by increasing connections to disparate authoritative data sources across the warfighting domains to include Joint Systems and Mission Partner Environments, identified by operational capability use cases supporting CJADC2. - Continued to refine the core infrastructure to optimize data discovery, access, and utilization to connect to various systems, applications, and authoritative data sources. - Incorporated zero trust principles into operations within a DevSecOps environment to automate security integration at every phase of the software development lifecycle, from initial design, production, integration, testing, deployment, and delivery. - Examined and prototyped AI enabled applications for USMC Tactical Commanders' use to inform decisions at reduced speed and increased accuracy.
