What the FY2027 request buys
Verbatim from the R-2A exhibit for project 2503 of PE 0206623M. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
- Complete the development and test alternative fuel distribution and storage technologies for Self-support Portable Distributed Refueling System (SPDRS) in support of EABO. - Continue development of the Fuel Automated Reporting System (FARS) Increment II, to provide automated fuel reporting integration with secure geo-location information and predictive analytics. - Continue testing and development of emerging technologies on legacy tactical fuel systems. - Initiate the development testing and evaluation of Six Containers (SIXCON) Fuel Pump Module prototypes to provide modular pumping capabilities to expeditionary forces. - Initiate the development and test of scalable, modular Beach Receiving Kit (BRK) protypes. - Initiate development of Collapsible Tank Inspection Kit (C-TIK) to provide an efficient, effective, and safe means to inflate, deflate, defuel, and inspect Collapsible Fabric Drums and Tanks. - Initiate the development of the Transportable Collapsible Bladder (TCB) to provide diverse, multi-modal bulk fuel transportation, storage, and distribution capabilities in support of expeditionary operations in a contested environment.
The increase from FY 2026 to FY 2027 is targeted at closing key capability gaps in expeditionary fuel logistics. Specifically, advancing the development of Six Containers (SIXCON) Fuel Pump Module prototypes, Beach Receiving Kit (BRK) prototypes, Collapsible Tank Inspection Kit (C-TIK), and Transportable Collapsible Bladder (TCB).
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
- Continued testing of sensor and meter for the Fuel Automated Reporting System (FARS) along with data analytics technologies for fuel systems in order to fulfill procurement actions necessary for Engineer Change Proposals (ECPs) of the legacy tactical fuel systems. - Continued the development and test alternative fuel distribution and storage technologies for Self-support Portable Distributed Refueling System (SPDRS) in support of EABO. - Completed the research and development of the LPDS capability developing sub-components, support testing and certifications to improve the system's technology readiness level.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 6.5 |
| FY2026 | Enacted | 1.6 |
| FY2027 | Request | 18.8 |
This activity is 63% of project 2503's FY2027 request and 24% of PE 0206623M's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
