For FY 2027, funds will evolve the AOC Decision Advantage (ADA). The primary objective is to mature the data-centric AOC WS by delivering advanced integration and automation capabilities. These efforts are essential for achieving decision advantage and operational superiority in a highly contested environment, directly supporting critical CJADC2 objectives for Major Theater War (MTW) operations. This program will transition from initial capability development to providing advanced, dynamic decision support for the warfighter. ADA is executing the following integrated Lines of Effort (LOEs): - Advanced Data Integration. This LOE will focus on enhancing data interoperability to enable advanced task automation. Building on initial FY 2026 data standardization, the program will integrate Tactical Command and Control (TAC C2) data into the Maven Smart System (MSS) platform, enriching the common operational picture with authoritative C2 information. A key deliverable for this fiscal year is the development of a C2 ontology, which will create a machine-readable structure to dramatically increase interoperability and enable automated reasoning across disparate data sources. - Automation of the Air Tasking Cycle. The program will deliver the next tranche of automation capabilities. Work will focus on providing advanced plan generation and visualization tools to give commanders and planners clearer, more intuitive situational awareness. Furthermore, the program will develop integrated Mission Report (MISREP) and Tactical Report (TACREP) analysis, automating the ingestion and analysis of mission reports to accelerate the assessment phase of the targeting cycle and provide near real-time feedback into the ATC. - Dynamic Mission Replanning (DMR). This LOE will mature the Dynamic Mission Replanning (DMR) capability from initial development into a functional decision support tool. The program will leverage advanced algorithms and collaborative tools within MSS to provide warfighters with rapid, data-driven recommendations for in-flight mission adjustments. By integrating real-time data feeds with the newly developed C2 ontology, the system will be able to propose optimized solutions for rerouting assets, reassigning targets, and responding to emerging threats. - Warfighter Training and System Adoption. To ensure the effective employment of these advanced capabilities, the program will continue the strategic deployment of Palantir Field Service Representatives (FSRs). In FY 2027, FSR focus will shift to providing advanced training on DMR and automated analysis tools. Additionally, access will be expanded to include partner forces, enhancing coalition interoperability and supporting distributed operations.
FY 2027 funding increases due to escalating operational demands and evolved capability requirements. This increase is directly attributable to a significant rise in mission requirements supporting the broader AOC modernization effort and the need to meet critical Joint interoperability standards. This project funds the Air Force's portion of the DoW's enterprise-wide mission command applications strategy to accelerate AI-enabled decision-making as the cornerstone for CJADC2. This project accelerates mission critical software development by shifting from initial system integration to more resource-intensive tasks, including the creation of a C2 ontology and the development of advanced algorithms for Dynamic Mission Replanning (DMR). Additional resources are also required to develop new planning visualization and integrated Mission Report (MISREP) and Tactical Report (TACREP) analysis tools, while simultaneously hardening the system's cybersecurity posture. Program support costs also increase to enable and integrate these significant programmatic and technical shifts. This increased investment is essential to provide a data-centric system capable of providing decision advantage against a peer adversary.
